Is this application for an ANNUAL MAINTENANCE PERMIT? ☐ Yes ☒ No If yes, attach an annual plan of operations to this application Refer to section C3 of the instructions 3. Why is this project necessary? State the PURPOSE OR GOAL of the proposed project. The proposed project is to construct new townhomes on the property. In order to provide a sanitary sewer service to the townhomes, it requires the sewer service to be directional bored underneath Bozeman Creek and tie into the city of Bozeman’s sanitary sewer system. Refer to section C4 of the Instructions 4. Provide a brief description of the PROPOSED PROJECT PLAN and how it will be accomplished. As part of the construction of the townhomes, it is proposed that a septic tank/ dose tank with a grinder pump to be installed outside the residence. The residence is located on the east side of the property and the sewer main is located on the west side of the property across Bozeman Creek. In order to serve the residence with sanitary sewer services, it is proposed that the eLluent will leave the dose tank and be transport to a sewer main. It is proposed that the transmission service to be directionally bored underneath Bozeman Creek to the sewer main. Refer to section C5 of the instructions Joint Application for Proposed Work in Montana’s Streams, Wetlands, Floodplains, and Other Waterbodies Version: 11/15/2024 https://dnrc.mt.gov/Licenses-and-Permits/Stream-Permitting/ Page 4 5. What OTHER ALTERNATIVES were considered to accomplish the stated purpose of the objective? Why was the proposed alternative selected? An onsite septic system was proposed but because the property is within the city limits and would have to connect to city infastructure. The City sewer system along S Church does not have the capacity to serve the residence and is in need of repair. Refer to section C6 of the instructions 6. What are the NATURAL RESOURCE BENEFITS or POTENTIAL IMPACTS? Please complete the information requested below to the best of your ability: 6a. Explain any temporary or permanent changes in erosion, sedimentation, turbidity, or increases of potential contaminants. What will be done to minimize impacts? It is proposed that the directional bore will be outside of the flood plain and banks of Bozeman Creek, in order to minimize any impact to Bozeman Creek. Erosion control, perimeter control and other BMP’s are to be installed around Bozeman Creek to minimize any impacts to Bozeman Creek. Any disturbed areas from construction will be restabilized. 6b. Will the project cause temporary or permanent impacts to fish and/or aquatic habitat? What will be done to protect the fisheries and habitat? The proposed directional bore will be outside of the flood plain of Bozeman Creek, so we do not anticipate any temparray or permanent impact to fish or aquatic habitats. 6c. What will be done to minimize temporary or permanent impacts to the floodplain, wetlands, or riparian habitat? It is proposed that the directional bore will be outside of the flood plain and banks of Bozeman Creek, in order to minimize any impact to Bozeman Creek. Erosion control, perimeter control and other BMP’s are to be installed around Bozeman Creek to minimize any impacts to Bozeman Creek. Any disturbed areas from construction will be restabilized. 6d. What eLorts will be made to decrease flooding potential upstream and downstream of the project? It is proposed that the directional bore will be outside of the flood plain and banks of Bozeman Creek, in order to minimize any impact to Bozeman Creek. Erosion control, perimeter control and other BMP’s are to be installed around Bozeman Creek to minimize any impacts to Bozeman Creek. Any disturbed areas from construction will be restabilized. 6e. Explain any potential temporary or permanent changes to the water flow or to the bed and banks of the waterbody. What will be done to minimize those changes? There are no proposed temporary or permanent changed to the water flow or banks of Bozeman creek as the proposed work will be outside of the flood plain of the creek. 6f. How will existing vegetation be protected and its removal minimized? Explain how the site will be revegetated, including weed control plans. Due to the all the work being out of the flood plain of the creek, this will minimized and protect the existing vegetation. Any areas disturbed by construction activities will be seeded and restablized after construction is complete. The outlier here is the last (Blench) calculated a scour depth of 5.4’ deep, while the other two were fairly consistent at 1.45’ & 1.38’ respectively. Regardless, the minimum 6.5’ depth of cover for the force line exceeds all of the calculations and therefore meets the required depths. Please let me know if you have any questions. In regards to specifically 38.600.210.G, there is no construction or fill taking place within the floodplain so therefore items 1-15 do not apply. The existing ground contours as shown on the included plans is hereby certified with this letter/signature/stamp. Also, the Conservation District was coordinated with, as was the Army Corps of Engineers, and neither require a permit application in this instance, nor do any other specialty permits. The proposed scope of work on the project consists of a directionally drilled bore to serve the temporary sewer force main connection to the existing sewer infrastructure located on the west side of the creek. As part of this work, no waterway/floodway or floodplain will be touched or excavated during the construction process. Please let me know if you have any questions.
