Objectives • Minimize airborne dust emissions from construction activities. • Protect worker health and safety. • Prevent dust migration to neighboring properties and public areas. • Comply with local, state, and federal environmental regulations. 2. Sources of Dust • Earthmoving activities (excavation, grading, trenching) • Vehicle movement on unpaved surfaces • Material handling (loading/unloading of soil, sand, gravel) • Demolition operations • Stockpiles of loose materials • Cutting, grinding, and drilling of concrete or masonry 3. Mitigation Measures A. Site Preparation • Install perimeter fencing. • Designate and stabilize entry/exit points with gravel pads or rumble strips. B. Watering and Surface Treatment • Regularly spray water on active work areas, haul roads, and stockpiles. • Use dust suppressants or soil stabilizers on exposed surfaces. C. Vehicle and Equipment Controls • Limit vehicle speeds to 15 mph on unpaved surfaces. • Clean wheels before vehicles exit the site. • Use covered trucks for transporting loose materials. D. Material Handling • Minimize drop heights during loading/unloading. • Store fine materials in enclosed or covered containers. E. Demolition and Cutting Activities • Use wet methods (e.g., water sprays) during concrete cutting or demolition. F. Stockpile Management • Keep stockpiles moist or covered with tarps, or seeded • Locate stockpiles away from site boundaries and sensitive receptors. G. Monitoring and Inspection • Conduct daily visual inspections for dust generation. • Maintain a dust control log with dates, times, and actions taken. 4. Communication and Training • Train all workers on dust control procedures and health risks. • Designate a Dust Control Supervisor responsible for implementation and compliance. 5. Emergency Measures • Suspend dust-generating activities during high wind conditions. 6. Regulatory Compliance • Adhere to local air quality management district rules. • Obtain necessary permits for dust control and emissions. (SWPPP)
