Meah Lane is to be extended along the south edge of the development. Undeveloped farmland borders the west edge of the subdivision with the Buffalo Run Subdivision proposed to the North. An existing park is located to the East between South 30th and Gabriel Ave, with a proposed park to the North. (Meadow Creek Park/Meadow Creek Expansion). The park sits on the edge of the Bozeman city limits, surrounded by; farmland, existing single family housing, parks to the Northeast and further East (Gran Cielo Park/Enterprise Park/Shady Lane Park). Also on the North Side is the South University District zoned PLI with R-4 zones adjacent to the park. Part of the MSU Campus and two schools are also in close proximity to the East. Currently the park area is agricultural farmland. FLATS Existing Park Viewed From Meah Lane Rocky Mountain Flats Park Park Master Plan Oct. 2025 7 Parkland Amenities & Furnishings The focus of the park space is several pieces of freestanding play equipment to compliment the playset that is existing. Play features are surrounded by gentle berms and retaining walls to enclose the space. Picnic tables are provided for seating along with shade trees. Waste stations and bicycle racks are also provided for convenience. The north half of the park will be kept as native grass to match the proposed park to the north with a small retention pond and riparian planting. Ample lawn space around the play equipment provides opportunities for open/active play. The installation of additional furnishings, waste receptacles and dog waste stations not shown would be the responsibility of the HOA, City of Bozeman or such other entity established at a later date to construct and build such improvements. Species have been selected that are hardy and suitable to our local climate. Trees A variety of canopy trees for shade and evergreen trees are planned for year-round visual interest, drought-tolerance, and diversity of species throughout the development. All trees are subject to approval by the City of Bozeman Forester. Tree sizes are to meet City of Bozeman size requirements and be varied for a natural look and feel. High traffic park space areas and boulevard strips will have a lawndry seed mix. All areas disturbed by construction are to be properly prepared and seeded. Irrigation All park irrigation is to be off an existing well located in the existing park to the North (to be confirmed with collaboration between adjacent land owners and City of Bozeman Parks Department). Available water pressure and flow from existing well to be confirmed. Parkland lawn areas are to receive rotary spray/ rotor irrigation. Native, lawndry, and riparian seeded areas are to have temporary irrigation installed. Where applicable, multi-trajectory shall be installed to maximize efficiency in lawn/seeded areas. All trees shall have high-efficiency bubblers installed and any trees in lawn areas are to be zoned separately in case of drought. Rain sensors and an EPA Watersmart controller are to be installed to eliminate water waste. Upon completion of installation, all warranty and maintenance information, well logs, pump warranties and information if applicable, and an “as- built” irrigation map shall be supplied to the City of Bozeman Parks Division and HOA. Rocky Mountain Flats Park Park Master Plan Oct. 2025 10 Maintenance Responsible Party: With the creation of the City-Wide Park maintenance district, the City of Bozeman will be responsible for maintaining parkland once the dedicated parkland is constructed.The Declarant shall be responsible for the maintenance of paths, open space, trails, and adjacent sidewalks and landscaping in street boulevards until 50% of lots are sold at which time the City of Bozeman Parks Division will take over maintenance. The HOA shall enter into an annual contract with a certified landscape contractor for upkeep and maintenance. The HOA shall be responsible for care of common spaces, replacement of dog waste station bags and emptying of refuse containers. Any and all work and/or park fixtures must meet standards set by the City Parks Division. Trees: The trees shall be staked for stabilization for a duration of two years after planting. After two years, stakes and fencing must be removed to allow natural growth habit. Maintenance duties to be performed will consist of spring and fall clean up, pruning, care and replacement of dead trees. All tree trimming and pruning must be performed by an ISA Certified Arborist as outlined in City Ordinance 12.30.040 in coordination with the Forestry Division. All trees on public property are subject to City of Bozeman permits and ordinances. Play Equipment: Play equipment and play surfacing shall be inspected/maintained on an annual basis. Turf and Native Grass Care: Spot weeding shall occur during establishment period of native grass areas. Native grass and seeded areas shall be mowed 2-3 times per year depending on rainfall levels. The first mowing should occur at the end of May, the second time should take place around mid-July, with a final mowing in mid-October. Use of pesticides should be limited around native grasses and shrubs. Kentucky bluegrass lawn areas should be maintained between 3” - 4.5” and should receive approximately 12” water between June 1st and late September. This translates to about 1” water per week for lawn areas. Watering shall be adjusted per City of Bozeman drought restrictions. Ideal watering times are in the early morning hours around 4am - 6am. Mowing will not be done during extremely wet periods or when sub-grade is saturated or with standing water. Established lawns can receive a deep, but less frequent watering in order to conserve water. Lawns should be fertilized once in spring with a slow release fertilizer. Refuse: Refuse within the open spaces shall be collected on a weekly basis by a service retained by the HOA or the party resonsible for maintenance. Rocky Mountain Flats Park Park Master Plan Oct. 2025 11 Irrigation: Irrigation system should be charged in May and blown-out in fall before hard frost occurs. Irrigation system shall be checked regularly and monitored for any leaks, broken heads, clogged drip-emitters, vandalism, etc. Heads should be checked annually and throughout the growing season for proper coverage/overspray and adjustments as needed. Any equipment replacement shall be consistent with the existing system. Irrigation scheduling shall be managed seasonally to apply less water in Spring and Fall and additional water in peak summer season to maintain plant health.
