Hi Griffin,
We are preparing for an iniƟal site plan applicaƟon submiƩal for the Rocky Mountain Flats project at 5532 Fowler Lane,
and are reaching out to iniƟate coordinaƟon on CIL of water rights for the project. I’ve cc’d Maddy Mason with the
development team (BlueLine Development) and Bryan Topp, the project architect (Encompass Design) as well. Below is
some general informaƟon on the project and exisƟng site to get the conversaƟon started.
- The proposed development currently includes 296 affordable housing units in 3 apartment buildings. I’ve
included the bedroom count breakdown below as well.

- Bryan confirmed that the fixtures in the project will be low flow and provided the following informaƟon:
o “The fixtures will be low flow. 1.5 GPM for Showers, 1.5 GPM for kitchen faucet, 1.0 GPM for Bathroom
Faucets and 1.28 GPM for Water Closets. These are Montana Board of Housing QAP requirements.”
- We are currently planning to irrigate the project from an exempt irrigaƟon well on site. The there is an exisƟng
domesƟc well on the property with a filed water right (aƩached) that will be abandoned, so we are opƟmisƟc
that we’ll be able to apply this exisƟng right to a new irrigaƟon well. We’re aware that we need a DNRC pre-
determinaƟon for the irrigaƟon well, and are working on coordinaƟng that with DNRC.
- The exisƟng property was in agricultural use and (to our knowledge) has 3 water rights associated with it (see
aƩached abstracts).
For starters, BlueLine would like to see if the city has any interest in acquiring any of these rights in exchange for a CIL
payment, and then what the CIL payment amount would be and how much these rights would offset that payment.
