EXECUTIVE SUMMARY The Rocky Mountain Flats Development is a 10-acre residential project planned east of Fowler Lane in southwest Bozeman, Montana. The project will include 296 apartment units with off- street internal parking spaces. At full build-out, the project would produce up to 1,995 new daily vehicle trips at this location. As proposed, the Rocky Mountain Flats Development would increase traffic volumes on the surrounding road network by 100 to 1,500 VPD. All study intersections will function at LOS B or better at full buildout of the project, except the intersection of South 19th Avenue and Blackwood Road which is expected to fall to LOS C by 2027. This intersection will likely require signalization in the future (2040) as planned with the ongoing development of the Blackwood Groves development. The developers plan to pave the section of Fowler Lane adjacent to the project site to City of Bozeman standards. No additional roadway improvements would be necessary with construction of the Rocky Mountain Flats development. B. PROJECT DESCRIPTION This document studies the possible effects on the surrounding road system from a proposed residential apartment complex located in Section 23, Township 02 South, Range 05 East; east of Fowler Lane and north of Blackwood Road in southwest Bozeman, Montana. The document provides information regarding the possible traffic impacts in the area and identifies mitigation efforts that the project may require. The development would include 296 family apartment units. C. EXISTING CONDITIONS The proposed development property includes a 10-acre parcel of agricultural land located east of Fowler Lane and north of Blackwood Road in southwest Bozeman. The property currently includes two existing single-family residences on the west end of the parcel and undeveloped farmland. The surrounding area is comprised of a mix of developing residential subdivisions and undeveloped properties. See Figure 1 for a location map of the proposed development. Adjacent Roadways Blackwood Road is a designated collector route that extends east and west of South 27th Avenue. To the west the roadway terminates at an uncontrolled intersection with South 31st Avenue and then continues again to the west from an intersection with Fowler Lane and into Gallatin County. To the east of South 27th Avenue, the road extends to a STOP controlled intersection at South 19th Avenue. The road is constructed to City of Bozeman Standards on Rocky Mountain Flats Traffic Impact Study UPADTE Bozeman, Montana Abelin Traffic Services 2 September, 2025 the north side of the street with a 22-foot paved surface with curb & gutters and boulevard sidewalks. The road provides access to residential subdivisions to the north with undeveloped agricultural land along the south side of the roadway. There are no posted speed limits on the Blackwood Road study segment. Figure 1- Proposed Development Site Kurk Drive is a local road under STOP sign control that extends east and west of South 27th Avenue. To the west the road terminates at a STOP controlled intersection with Fowler Lane, and to the east the road terminates at an uncontrolled intersection with South 23rd Avenue. The road is comprised of a 30-foot paved cross section with curb & gutters. The segment between Fowler Lane and 31st Avenue was newly constructed in 2024. There are boulevard sidewalks along the south side of the road in the developed residential areas. The adjacent roadside culture is residential to the south and undeveloped agricultural land west of South 27th Avenue and mixed residential and undeveloped parcels. The posted speed limit is 25 MPH. Graf Street is an east/west collector route that extends west from a roundabout with South 3rd Avenue and terminates at the intersection with South 31st Avenue. The intersection with South 19th Avenue is under traffic signal control and the intersection with South 27th Avenue is an All-Way STOP. The 46-foot paved cross section is comprised of 12-foot travel lanes, a bike lane and curb & gutters in each direction separated by 14-foot flush median with dedicated left-turn lanes at major intersections. There is boulevard sidewalk along the developed residential areas. The posted speed limit is 30 MPH and parking is restricted along both sides of the roadway. South 27th Avenue is a north/south collector route that extends south from a STOP controlled T-intersection with Stucky Road. The road is designated as a collector route within the Bozeman Transportation Master Plan. The road provides access to residential developments within the City of Bozeman, rural residential areas and agricultural properties in the immediate area. The road has a paved width of 22 feet from the intersection with Stucky Road south with curb & gutters beginning south of the intersection with Apex Drive. Approximately 100 feet north of Cielo Way the cross section widens to a 3-lane configuration to provide left-turn lanes at the intersections with Cielo Way and Graf Street. South of the All-Way STOP intersection with Graf Street the cross section widens to 60-feet to include bike lanes, a 16-foot raised median, and boulevard sidewalks along the developed sections of roadway. South 27th Avenue terminates at a STOP controlled intersection with Blackwood Drive. Intersection sight distance is unimpeded. The road has a posted speed limit of 25 MPH and overhead night-time illumination. The traffic data gathered by ATS collected in February of 2025 indicates that the road currently carries 555 VPD. Fowler Lane is a north/south rural minor arterial road that extends south from a STOP controlled intersection with Stucky Road and provides access to rural residential and agricultural properties in the Gallatin Valley. At the south end of the study segment the intersection with Blackwood Drive is under STOP control. This road is designated as a minor arterial route within the Bozeman Transportation Master Plan. North of Kurk Drive the road was reconstructed in 2024 to include a 24-foot paved surface. South of Kurk Drive the road has been constructed to include curb and gutter with boulevard sidewalks along the eastern side of the road. The road then transitions to gravel 800-feet south of the intersection with Kurk Drive. The posted speed limit is 35 MPH. The traffic data gathered by ATS collected in February of 2025 indicates that the road currently carries 243 VPD. South 19th Avenue is a north/south principal arterial that serves the greater southcentral area of Bozeman and provides signalize access to US Hwy 191 to the north. It is comprised of an 80-foot 5-lane paved cross section with curb & gutters and boulevard sidewalk along the west side of the roadway. South 19th Avenue is equipped with roadway illumination. The immediate roadside is generally undeveloped with a mix of residential single family and multi-family developments and agricultural properties in the outlying areas. The posted speed limit is 40 MPH north of the intersection with Graf Street and 50 MPH to the south. In 2024 MDT records indicated that the roadway carried between 6,860 VPD north of Goldenstein Lane to the 14,980 VPD just south of Kagy Boulevard. Traffic Data In February of 2025, Abelin Traffic Services (ATS) collected traffic data at area intersections to evaluate current operational characteristics. The data included peak hour turning movement Rocky Mountain Flats Traffic Impact Study UPADTE Bozeman, Montana Abelin Traffic Services 4 September, 2025 counts at the intersections of South 27th Avenue with Blackwood Road, Graf Street, and Kurk Drive; Fowler Lane with Kurk Drive and South 19th Avenue with Blackwood Road. Twenty- four volume counts and spot speed samples were gathered on South 27th Avenue and Fowler Lane. The raw traffic data was adjusted for seasonal variation in accordance with the data collected from MDT’s permanent traffic data located on Interstate 90, one mile north of the Manhattan Interchange (Station W-104). This count station data indicated that data collected in February of 2025 is approximately 76.3% of the Average Annual Daily Traffic (AADT) in this area. The raw traffic data is included in Appendix A of this report. Historic Traffic Data Abelin Traffic Services collected historic traffic data from the Montana Department of Transportation (MDT) for the surrounding road system to help develop short-term background growth rates for the area. Collectively, the information indicates that the traffic volumes in the area have been relatively stable. The MDT data suggests South 19th Avenue to the south of Bozeman has experienced 0.3% percent growth over the past 10 years. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board’s Highway Capacity Manual (HCM) - Special Report 209 and the Synchro 11 traffic modeling software. Intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect. Typically, a LOS of C or better is considered acceptable for peak-hour conditions. The LOS analysis was performed using the peak 15-minute flow rate method (peak 15 minutes Rocky Mountain Flats Traffic Impact Study UPADTE Bozeman, Montana Abelin Traffic Services 5 September, 2025 x 4) with the peak hour factors set to 1.0. This is the preferred method of the Montana Department of Transportation because it allows multi-period LOS calculations within a peak hour. To keep the calculations consistent between intersections, the peak 15-minute flow rate is used by ATS for all projects that have intersections on MDT routes (19th Avenue). The peak 15-minute flow rate is more accurate at capturing peak traffic conditions at lower volume intersections which may have shorter peak periods (10-20 minutes). The alternative peak-hour method does a better job of smoothing out the data sets, but also creates traffic flow conditions which may not actually exist. The LOS difference between using peak hour vs. peak 15-minute method tends to be fairly subtle. When using this method there is no specific need to count past 5:45 PM when the peak 15- minute traffic period has been established closer to 5:00 PM from other count data. New data for the intersection of 19th Avenue and Blackwood Road collected in August of 2025 shows the peak traffic flow between 5:15-5:30 PM. Additionally, the calculated peak hour flow rates used in the February 2025 analysis included a +31% seasonal count correction factor. Comparing the corrected February counts to the new August 2025 data suggests higher corrected traffic flow rates along South 19th Avenue using the February data (+10%) than would have been calculated using the more recent August 2025 data. The data presented here provides more conservative results than if the more recent peak period data was utilized for this review. Table 2 shows the existing 2025 LOS for the AM and PM peak hours without additional traffic from the proposed development. The LOS calculations are included in Appendix C. The table shows that the existing STOP controlled intersections in this area are currently operating within acceptable limits. Area Crash Data ATS reviewed crash data from MDT’s public crash site to report the conflict experience within the study area over the 5-year period from (2019-2023). This database provides insight to identify crash trends which may point to potential geometric, traffic control, and roadway Rocky Mountain Flats Traffic Impact Study UPADTE Bozeman, Montana Abelin Traffic Services 6 September, 2025 characteristic deficiencies. Crashes are expressed as a rate of crashes per million vehicles entering (MVE) an intersection or per million vehicle miles traveled (MVMT) along a given segment. Crash rates at rural and urban intersections in Montana typically range from 0.5 to 1.5 crashes per MVE. Figure 2 – Crash Location map 2019-2023 The 5-year data set indicated that there was one crash reported at the intersection of Graf Street with South 27th Avenue (0.41 crashes per MVE) and one crash at the intersection of Fowler Lane with Blackwood Road (1.6 crashes per MVE). Figure 2 indicates that there were no other crashes in the area reported to the database. Additional Developments The Buffalo Run development is currently under construction east of Fowler Lane at Kurk Drive. This project will include 237 residential dwelling units. Access to the site will be from the newly constructed extension of Kurk Drive west to Fowler Lane. The project will produce 1,200 VPD on the surrounding road system at full buildout. Fowler Lane was paved to a two- lane Gallatin County standard from Kurk Drive north to Stucky Road as part of this project in 2024. The projected traffic from the Buffalo Run development was included in the future traffic modeling for this project. The Blackwood Groves development is currently under construction east of 19th Avenue at Blackwood Road. This residential and commercial development would include 289 single- family residential lots, 578 multi-family units, and 305 KSF of commercial property. Once completed in 2025, the project would produce up to 14,837 new daily vehicle trips. The Rocky Mountain Flats Traffic Impact Study UPADTE Bozeman, Montana Abelin Traffic Services 7 September, 2025 developers plan to install a traffic signal at the intersection of South 19th Avenue and Blackwood Road with this project when warrants are met. The projected traffic from the Blackwood Groves development was included in the future traffic modeling for this project. Multi-Modal Facilities This area of Bozeman currently has no pedestrian or bicycle facilities except for those which have recently been constructed adjacent to the new developments on the adjacent roads. Many of these road sections will ultimately have paved sidewalks as the areas are constructed and the properties are developed. The Bozeman Streamline Bus does not currently serve this area. D. PROPOSED DEVELOPMENT The development to be constructed on this site includes 10 acres of land located in Section 23, Township 02 South, Range 05 East; east of Fowler Lane which would be developed into a residential apartment project. At full build-out, the development will comprise of three multi-story buildings totaling 296 units with internal parking lots. Access to the development would be provided via an extension of Meah Lane to Fowler Lane. The development will include the reconstruction of the eastern portion of Meah Lane to include curb, gutter, and boulevard sidewalks. The project will also reconstruct Fowler Lane to a 38’ wide paved city street section across the project frontage. Visibility onto Meah Lane from the proposed access locations would be unrestricted. The Rocky Mountain Flats development site plan is shown in Figure 3. The development is expected to be completed in multiple phases within the next three years. E. TRIP GENERATION AND ASSIGNMENT ATS performed a trip generation analysis to determine the anticipated future traffic volumes from the proposed developments using the trip generation rates contained in Trip Generation (Institute of Transportation Engineers, Eleventh Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle “trip” is defined as any trip that either begins or ends at the development site. ATS determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning and evening peak hours. According to the ITE trip generation rates, at full build-out the development would produce 118 AM peak hour trips, 151 PM peak hour trips, and 1,995 daily trips. See Table 3 for detailed trip generation information. TRIP DISTRIBUTION The traffic distribution and assignment for the proposed site was based upon the existing ADT volumes along the adjacent roadways and peak-hour volumes. The development will be accessed from Meah Lane. Current traffic volumes suggest that most traffic will distribute onto Fowler Lane with the traffic then heading north towards Bozeman. Smaller portions of traffic will use South 27th Avenue to reach Graf Street and South 19th Avenue. The traffic is expected to be distributed onto the surrounding road network as shown in Figure 4. G. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers, ATS determined the future Level of Service (LOS) for the area intersections. The anticipated no build LOS is shown in Table 4 and the intersection LOS with the proposed development is shown in Table 5. The LOS calculations are included in Appendix C of this report. The no-build analysis includes the projected traffic from the Buffalo Run and Blackwood Grove developments. The tables indicate that the construction of the Rocky Mountain Flats Development will not create roadway capacity issues at the study intersections. All adjacent intersections near the project site will function at LOS B or better with the planned projects in this area with minimal increases in intersection delays compared to the no-build scenario. No roadway modifications are needed to improve intersection capacity with these projects. The expected traffic volume increases on Fowler Lane will 1,300 VPD to the north, 100 VPD along Blackwood Road to the east, and 500 VPD on South 27th Avenue to the north. ATS also reviewed the left- and right-turn lane warrants for the intersection of Fowler Lane with Meah Lane and Kurk Drive based on the recommended practices from the MDT Road Design Manual. The traffic volume analysis indicates that the installation of a left-turn deceleration lane will not be warranted on Fowler Lane with the planned projects in this area. All intersections along South 27th Avenue currently have dedicated left-turn lanes. The turn-lane warrant calculations are included in Appendix D of this report. Long Range Traffic Projections The 2017 Bozeman Transportation Master Plan projects traffic conditions on roadways throughout Bozeman through 2040 and considers all anticipated land development projects which are expected to occur in this area of Bozeman over the next 15 years. The Bozeman Transportation Master Plan suggests that traffic volumes on South 19th Avenue will increase to 11,963 VPD by 2040 (currently 8,936 VPD per Bozeman TMP Existing and Projected Conditions Report P.29). This growth rate (1.34) was used to forecast traffic volumes on the surrounding road system through 2040 The long-range forecasts suggest that the intersections near the development will likely continue Rocky Mountain Flats Traffic Impact Study UPADTE Bozeman, Montana Abelin Traffic Services 11 September, 2025 to function at LOS A and B through 2040 with the existing road system. It is likely that the intersection of South 19th Avenue and Blackwood Road will fall to LOS D by 2040 with the planned construction of the Blackwood Groves development to the east. This issue was identified within the Blackwood Groves traffic study and the intersection will be monitored through the development of that project and corrective measures will be implemented as needed in the future. The total contribution of the Rocky Mountain Flats development to the traffic at South 19th Avenue/ Blackwood Road intersection will be 9 to 12 VPH (less than 1% of total traffic). H. IMPACT SUMMARY & RECOMMENDATIONS As proposed, the Rocky Mountain Flats Development would increase traffic volumes on the surrounding road network by 100 to 1,500 VPD. All study intersections will function at LOS B or better at full buildout of the project, except the intersection of South 19th Avenue and Blackwood Road which is expected to fall to LOS C by 2027.
