Requested Incentives (38.380.040) Northern Residences is requesting Type A incentives under Bozeman’s Affordable Housing Ordinance. These incentives support the financial feasibility of delivering high-quality, income-restricted units in a centrally located, infill development. Specifically, we are utilizing: Two additional stories of height, overall 90’ maximum in B-2M: “For affordable housing developments in the UMU, REMU, B-2, B-2M, B-3, and M-1 districts, two additional stories of height (maximum 15 feet per story), provided that if the development is adjacent to a lower intensity residential zoning district, the transition height setback provisions of 38.320.060.B apply.” 2. Applicable AMI and Maximum Rental Rates – 8% of units at 80% AMI In accordance with the Affordable Housing Ordinance, Northern Residences has 8% of residential units restricted to households earning 80% of the Area Median Income (AMI), as published annually by the U.S. Department of Housing and Urban Development (HUD) for Gallatin County. Maximum allowable rents will not exceed 30% of gross monthly income for the applicable AMI level and unit size, inclusive of utilities as required by the City of Bozeman. 3. Number of Affordable and Market-Rate Dwellings Affordable units will reflect this distribution proportionally, with a focus on serving smaller households, aligned with Bozeman’s workforce housing needs. Cash-in-lieu for 0.48 units will be paid at time of building permit. 4. Income Verification and Ongoing Compliance Northern Residences will contract with a qualified third-party property management team to meet all compliance requirements for the duration of the affordability period. The management team will complete: Income verification of tenants prior to lease execution. To qualify for an affordable apartment, applicants’ household income can not exceed the household income limits for 80% Area Median Income (AMI). Annual re-certification of tenant income for the duration of the affordability period Recordkeeping and reporting to the City of Bozeman to ensure compliance. All affordable units will be managed in accordance with Bozeman’s monitoring and compliance requirements throughout the required 50-year affordability period. 5. Compliance with Development Standards All affordable units will meet the same development and building standards as market-rate units, including structural and safety codes, unit size minimums, and design requirements. They will be indistinguishable from market-rate units in appearance and integrated seamlessly throughout the project. This is confirmation of compliance with Sec. 38.380.050. - Development Standards for Affordable Dwellings: The affordable dwellings will be constructed with the same features as the market-rate dwellings within the building. The mix of unit types of the affordable dwellings is representative of the total mix of unit types within the building. All one-bedroom dwellings include a bedroom separated from other living areas by a solid door. All one-bedroom dwellings are greater than 450 SF. All residents in affordable dwellings and market rate dwellings will have equal access to any amenity areas throughout the building. Additional amenity fees (with the exclusion of add-on parking and storage spaces) will be included in the affordable rental rate if applicable. All affordable dwellings will be completed alongside market rate dwellings. All residential dwellings will receive certificate of occupancy at the same time. Not applicable. 6. Access to Amenities There will be no separate access, restricted-use provisions, or differentiated amenity access for income-restricted residents. Occupants of affordable units will have equal access to all shared amenities and common areas. Incentive Application by Building Northern Residences is a single-building development. All units, including both affordable and market-rate, benefit from the Type A incentives. Incentives will be applied uniformly throughout the building, as follows: Two additional stories of height, overall 90’ maximum in B-2M: “For affordable housing developments in the UMU, REMU, B-2, B-2M, B-3, and M-1 districts, two additional stories of height (maximum 15 feet per story), provided that if the development is adjacent to a lower intensity residential zoning district, the transition height setback provisions of 38.320.060.B apply.” 8. Location of Affordable Units Affordable units will be dispersed throughout the building, integrated across different floors and locations. These units will not be clustered or isolated. A labeled preliminary site plan identifying the affordable units was submitted with the Site Plan Application. 10. Construction Timing and Distribution All affordable units will be constructed as part of the initial delivery of the Northern Residences project. No delay or deferral of affordable units is planned. Lease-up of affordable units will be concurrent with market-rate units, and income screening will begin prior to project completion. 11. Phasing Plan The project is not phased; Northern Residences will be constructed and delivered as a single-phase development. Therefore, all affordable units will be delivered with the first certificate of occupancy. 12. Additional Information The project team has consulted with the City of Bozeman’s Planning and Community Housing departments during pre-application and entitlement to ensure compliance with the ordinance. Ongoing communication with neighbors has begun and will continue throughout construction and occupancy. The developer intends to record an affordable housing covenant with the City to formalize the income restrictions and affordability duration. 13.
