Greetings Commissioners, I have further comments for your consideration to reject the "L Street Annexation" in its current form. Recall that my initial reasoning centered around the City taking on a large publicsafety and fiscal liability by approving for redevelopment this annexation of a clearly environmentally distressed property. It does not go unnoticed that the companyresponsible for the site's distress and resulting lack of developer interest is now looking for the City to assume such liabilities so that they can have an economically favorable sale. There isgood reason to question that the toxic plume directly under the undeveloped site is not sufficiently remediated to be safely disturbed for the purpose of residential development, evenof the affordable type. See attached map. Alternatively, it would behoove the City to instead negotiate with the property owner to work to transfer the parcel to the City as a heritage sitefor educational purposes and continued monitoring in as living classroom for our students. I write these additional comments because the site is ALSO very likely to be important for implementing flood mitigation in the CIty's recently adopted Bozeman Creek Resiliency Plan.Specifically, it is highly likely that Mill Ditch, which flows into the East Gallatin River just upstream of the parcel in question (see attached map), will see considerably increased flowsduring future flood events. (See ALTERNATIVE TWO – MILL DITCH DESIGN FLOOD MITIGATION in https://weblink.bozeman.net/WebLink/DocView.aspx?id=303386&dbid=0&repo=BOZEMAN&cr=1) The purpose here is to protect millions of dollars of private and City assets in the Bozeman Creek drainage upstream of this parcel.Based on my understanding, this parcel, despite its environmental distress, is still prime for badly needed flood mitigation required by this option. It is for this additional purpose offinancial protection of existing city infrastructure that the City should be willing to negotiate annexation of the parcel zoned as Public Lands and Institutions (PLI).
