Hi David,
Thanks for correcting my misunderstanding due to my inability to figure out the zoning map vs. TIF. I did tryto figure this out, and I don't think the map at https://www.bozeman.net/departments/economic-development/tax-increment-financing is as detailed as maybe it should be.
I stand by my statement that this sort of economic development does NOT drive the blue-collar economy thatkeeps our basic services sufficient and affordable.

The entirety of the MSU Innovation Campus (South Bozeman Technology District TIF) is zoned as a PlannedDevelopment Zone (PDZ-shown in gray on both maps).
Not everything behind the Advanced Technology Park sign is part of the SBTD TIF. (Advanced Technology Parksign at College and Technology Blvd). In fact, a number of these properties are privately owned.
The properties you mention are NOT part of the tax increment district. This area which was previously zoned BPhas a complicated ownership history but has never been part of a TIF district. The BP zoning district is being
eliminated in the proposed UDC. The map below shows the existing zoning.
Here’s the same area on a snip of the proposed zoning map. You can see the PDZ area, which is one parcel remains.The sunset BP zoning is being replaced by B-2M for the privately owned parcels outside the district and PLI for theMSU owned parcels. The SBTD is still showing as a PDZ (grey area).
Privately owned buildings on land owned by the state (like school trust lands), or a non-profit, like the MSUInnovation Campus (non-profit subsidiary of the MSU Alumni Foundation), still pay taxes on the improvements
(buildings). This tax is called beneficial use tax. Improvements comprise most of the value captured for tax purposesin most situations.
As I have mentioned on a couple of occasions, I welcome direct questions about any of our TIF districts to makesure the public discourse on this topic retains a factual basis.

Greetings City Commission and Economic Development Staff,
I write concerning the rezoning of three properties in the Montana State University Innovation Campus asPublic Lands and Institutions (PLI), as a very late amendment (proposed by Commissioner Fischer) to therecent approval of the new unified development code (UDC).
My understanding is that these parcels are part of the City's South Bozeman Technology District, which hasmade use of tax increment financing (TIF), of up to $1 million, to pay for utility upgrades that are key tosuch development. Furthermore, my understanding is that these properties, zoned as PLI and owned by a state entity (MSU),are exempt from paying property tax. As such, I am concerned about a considerable negative impact on the
City's ability to recoup infrastructure outlays via the TIF, because these properties do not generate a taxincrement.
This zone is often touted as an economic and tax-revenue engine, but I suppose it's just the employees therethat have to pay payroll taxes no matter what. How is it that the City is subsidizing MSU and the state assuch? I know several blue collar working folks that would love some help getting their small businesses offof the ground, but it would seem to me that they aren't part of the correct economic and educated classin Bozeman.
