Greeting Commissioners,
I write to request that the City reconsider the acceptance of a D level-of-service (LoS) as apotential new minimum for intersections in the revised UDC. This reduction in the LoS is
very likely to have negative consequences on neighborhood safety.
Consider, for example, the proposed redevelopment of the Salvation Army parcel into a 6-story 190-room hotel (https://bozemanrealestate.group/blog/canopy-hotel). This parcel is
adjacent to both Babcock and Church Streets, including an about 1/2-mile long 15 mph zonealong two parks and our community pool, which are frequented by young children, including
entire classes from Longfellow school at Bogert Park. Speeding through this zone is already aserious issue. My concern is that a "D LoS mentality" will essentially mean treating the 15
mph "slow zone" as an acceptable inconvenience for the increased hotel traffic, whereas inpractice this simply translates into even more vehicles speeding through the zone, say, on their
way to an MSU event from the hotel.
Please stay true to the purpose of the LoS metric and require our intersections and streets tosupport realistic traffic flows and to do so safely, especially for pedestrians and bikers. Do
NOT simply start "grading on the curve" in order to greenlight more development no matterthe impacts. It's time to start putting our neighbors' safety first.
