December 13, 2025; 7:15 p.m. To: Bozeman City CommissionSubject: December 16, Action Item I.1 - Final adoption of UDC update I am writing to ask the Commission to keep the building-height maximum to 70 feet in the B-3 zoning district. In fall 2023, the UDC update's initial draft proposed to (a) substantially upzone all downtown core neighborhoods to incentivize redevelopment and (b) increase building- height maximums in many zoning districts. However, since fall 2023, the vast majority of Bozeman residents who have participated in the UDC update process have advocated for many neighborhood-friendly changes, some of which were provisionally adopted by the Commission on December 2, 2025. On December 2, 2025, one neighborhood-friendly change provisionally adopted by the Commission was to set the building-height maximum to 70 feet in the B-3 zoning district but allow up to an extra 20 feet of building height (two more stories) if a developer voluntarily provides sufficient affordable housing under the City's 2024 Affordable Housing Ordinance. This compromise seems reasonable because it links the affordable housing that the Bozeman community needs to the extra building height that some—but not all— developers will want.
