We would like to address the proposed annexation and zone change of the Idaho Pole propertyon L Street. Our family at 1210 L Street has been landowners of property adjacent to these
parcels for 60 years. We are interested in protecting the water quality and land quality, as wellas the existing agricultural character of the area.
There has never been any contamination on our side of Rocky Creek since the Idaho Pole
Superfund Site well-testing started years ago.
In 2014 Northwestern Energy proposed installing a new gas pipeline that would go underRocky Creek. We protested this as it could have created a preferential pathway for
contamination. Northwestern Energy changed its plans and chose an alternate route. We alsorequested that the abandoned pipeline be filled with Bentonite to avoid any contamination.
This pipeline had been leaking natural gas. Northwestern Energy consented to use theBentonite, and the pipeline is still there.
Of concern to us is how utility will be installed to these properties. On the north side of L
Street, Rocky Creek runs through Idaho Pole's parcel. To get utilities to each parcel, theutilities would have to be installed from two different locations in order to avoid going under
Rocky Creek. If for some reason contamination was moved across the creek, you can imaginehow this would affect the value and sale ability of our property.
Other things that factor in our opposition to this application are as follows. L Street, which
would be the main artery for traffic, is not adequate for additional traffic that would be createdby a new subdivision. To upgrade the street would involve earthwork, here again in a
Superfund site.
The existing corner of L Street and Story Mill Road at the entrance to Story Hills is alreadyhazardous. The rise in the road for the old Milwaukee Railroad creates a blind corner from
both directions. Over the years there have been numerous accidents on this corner. Withoutshoulders on the road there is no room to pull over for emergency situations, or parking,
without causing one lane traffic, also a detriment for police, fire trucks, and ambulance access.
Closer to Bozeman where L Street, North Wallace, and East Tamarack come together, an areaof single lane traffic has been created by parking on both sides of the street. When the
development happening in that area is completed, there will be another large influx of trafficthere. This traffic hub becomes more complicated because of the close proximity to the
railroad tracks.
R-3 zoning would not fit in well with the AS and RS zoning that is prevalent in the area now.
Currently there is more of an agricultural feel that would not be preserved with R-3 zoning.
Zoning changes to this property could result in extensive liability for the city of Bozeman,especially in an area that is still under scrutiny from having been listed as a Superfund Site.
