Hello Mayor, Deputy Mayor, and Commissioners, After watching the Community Development Board discussion on December 1st around this annexation and zoning, I am in agreement with Commissioner Madgic and Board memberEgnaz that annexation is the best option, but the R-3 (R-B) zoning request is too high. I would urge you to approve annexation, but deny R-3 zoning. Due to the toxic nature of the site, and the inadequate testing performed to date, I think this level of density may be unattainable. Especially when we consider the watercourse setbacksthat should absolutely be respected on this site. I actually believe that any soil disturbance on this site would have negative human health and ecological health impacts. I'm referring to theconcerns submitted by the Gallatin City-County Board of Health and the Gallatin Local Water Quality District Board in August of 2019. Hopefully if any development is pursued, robustpublic health and safety thresholds described in the staff report will be required and met. Zoning R-3 may artificially inflate the price of this land as board member Egnatz pointed out. Keep in mind that the infrastructure lift and the low developability of the site due to multipleconstraints means that any development here will inherently NOT be affordable, so please don't be seduced into compromising public safety and ecological function, by a falsepossibility. The best path forward might actually be one suggested in public comment where the land is acquired and added to the Story Mill Park. It would represent the best ecological outcome,and the safest option for public health. Though I recognize that is not the decision before you today.
