At the direction of the City Commission, anonymous public comments are not distributed to the Board or staff. Public comments will also be accepted in-person and through Video Conference during the appropriate agenda items. BACKGROUND:The Historic Preservation Advisory Board hosted the Historic Preservation Awards Ceremony on Wednesday, November 12. During this agenda item, HPAB will debrief the event, discuss lessons learned, and any thoughts on what to do next year. BACKGROUND:The City of Bozeman is currently updating its historic preservation program including developing a new Local Landmark Program and amending preservation and NCOD related code sections of the Bozeman Municipal Code. The Phase 1 Report which was adopted by City Commission in May gave the project team direction on how to apply the recommendations in phase 2. Staff will provide an update on the draft code changes and upcoming schedule. UNRESOLVED ISSUES:None. ALTERNATIVES:NA FISCAL EFFECTS:Funds for this project are included in the FY25-26 budget. MEETING DATE:December 17, 2025 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:NA STRATEGIC PLAN:1.2 Community Engagement: Broaden and deepen engagement of the community in city government, innovating methods for inviting input from the community and stakeholders. BACKGROUND:The City of Bozeman is in the early stages of updating the Bozeman Guidelines for Historic Preservation and the Neighborhood Conservation Overlay District. These guidelines were originally adopted in 2006 and had a minor update in 2015. This update will include an overhaul of the guidelines to align with current best practices in historic preservation, respond to community goals and values, and support the ongoing Local Landmark Project. The Community Development Department hired the Lakota Group as the consultant to provide their services to update the design guidelines. The Lakota Group was selected as the best qualified firm to complete this work, following a competitive procurement process. Lakota’s project team includes highly qualified historic preservation, architecture and planning professionals and they have completed similar historic design guideline updates for many other municipalities around the country. This contract was approved by City Commission on October 28, 2025. Staff will provide an update on the project and a tentative schedule. MEETING DATE:December 17, 2025 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:NA STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver information to the community and our partners. BACKGROUND:The City of Bozeman has been working on an update of Chapter 38, Unified Development Code, and associated zoning map. The City Commission provisionally adopted the new UDC on December 2 with several amendments instructed by Commission. Final adoption is scheduled for December 16. HPAB members are encouraged to tune into that meeting to hear staff explain the list of amendments. A brief update on the ultimate decision will be provided at the 12/17 HPAB meeting.
