The purpose of this letter is to provide a summary of traffic engineering services
completed in support of the Bozeman Yards North project in Bozeman, MT. A
deviation is requested per the City’s Uniform Development Code (UDC) (38.400.090.H)
to permit two approaches closer than the UCD allows with a deviation from the
access spacing requirements.
The two proposed approaches requiring an access deviation are full movement
driveways to single-family residential units within the Bozeman Yards North
development and are located along the western side of Front Street. Other access
locations to the development would not directly service these units, including an
alley on the west leg of the Front Street/Ida Avenue intersection. Adjacent to the
Bozeman Yards North site, Front Street and Ida Avenue are classified as local streets
with speed limits of 25 mph. The UDC (Table 38.400.090-1) outlines the required
distance for access spacing on local streets to be 40 feet. The measured distance
between the proposed driveways is 25 feet. Each approach is proposed to provide
direct access to a single residential unit with a single-car garage. A deviation is
requested per the UDC, Section 38.400.090.H for the proposed approaches. When
addressing UDC 38.400.090.H.3.a through 38.400.090.H.3.c, each approach will have
an average weekday volume of seven vehicles and each is expected to operate at LOS
A during both the AM and PM peak hours. The 95th percentile maximum queuing is
expected to be negligible at both approaches and on Front Street and is therefore not
expected to impact onsite or offsite vehicle flow. The existing daily volume on Front
Street is approximately 1,000 vehicles per day, and may increase to 1,500 vehicles per
day in a 15-year future horizon.
Intersection Sight Distance (ISD) was evaluated at the proposed approach locations
using criteria from the AASHTO’s A Policy on Geometric Design of Highways and
Streets, Chapter 9.5.3.2. A passenger car was evaluated as the design vehicle based
on residential nodes and, although the posted speed limit is 25 mph, a design speed
of 15-mph was selected due to the curvature of roadways adjacent to the driveway
locations and expected slower driving speeds in this area. For a left-turn egress

movement out of the site, a passenger car would require 170 feet to the east. For a
right-turn egress movement out of the site, a passenger car would require 145 feet to
the west. Egress approach movements appear to have a minor impact on their
respective sight triangles as Front Street curves into Tamarack Street and Ida Ave.
The ISD triangles for each driveway are shown in the attached exhibits. The triangles
were calculated assuming a driver’s eye position of 14 feet back from the edge of the
traveled way. If a vehicle is pulling forward out of the driveway, this distance would be
reduced and sight distance would be improved; for drivers backing out of the
driveway, this is likely an accurate position of the driver. Based on the results of the
AASHTO ISD analysis, on-street parking is not recommended along Front Street to
improve sight distance for backing vehicles. It should be noted that upon exiting the
driveway with clear sight distance, the backing vehicle maintains the right-of-way in
the road, and oncoming vehicles approaching while the backing vehicle shifts to
drive forward would be expected to yield.
Street vision triangles were also evaluated according to UCD 38.400.100C. There do
not appear to be any vision restrictions within the City’s outlined street vision
triangles. Vehicle movements that ingress and egress from both the proposed
driveways are expected to be fully visible from either direction. Sight triangles should
be evaluated during construction to ensure vision triangles remain clear.
It is recommended that site access deviation requests to the residential Bozeman
Yards North development units on Front Street be approved as the location of the two
driveways are not anticipated to have an impact on the health, safety, or welfare of
