Date: December 8, 2025 To: The Commissioners, City of Bozeman Re: The Fowler Housing Development proposed for development of the land between Durston and Oak along the Fowler Avenue extension and the Fowler Avenue connector (Project) From: Mary Frances McHugh, Owner in Harvest Creek Subdivision, Bozeman, MT Please take agenda item G.5 off the consent agenda and return it to staff for further work. On August 12, 2025, the City Commission committed to members of the community to create a moderated consensus board to guide discussions about annexation, zoning and development of the Fowler property. That has not happened. Certainly it is important for the City Commission to do due diligence related to this project. And the means to do due diligence certainly includes contracting for engineering services such as these. But read the Scope of Services. The proposed scope of services assumes development of 29 buildings composed of 80 townhome units on 10 acres remaining from the Fowler Road Expansion Project. (Exhibit “A” TD&H Engineering proposal dated July 14, 2025.) TD&H Engineering’s proposal and scope of services was developed before the August 12, 2025, City Commission meeting. It is dated July 14, 2025. It does not reflect any of the commitments made by the Commission on August 12th. Please do not put a fence around the ideas that could be considered through a moderated consensus board. This action makes the scope of work described as 29 buildings on 10 acres a foregone conclusion, depriving the citizens of their opportunity to make comment and work toward a better project. The homeowners in the Harvest Creek Subdivision have a huge interest in making sure this project is a good project. Listen to them. From TD&H Engineering document, agenda item G.5 Meeting of 12-9-25 EXHIBIT A - SCOPE AND FEE DESCRIPTION Fowler Housing Project July 14, 2025 Page 1 of 3 SCOPE OF SERVICES It is our understanding this project includes development of approximately 29 buildings composed of 80 townhome units on 10 acres remaining from the Fowler Road Expansion Project. The project is located directly southeast of the Oak Street and Davis Lane roundabout. The buildings are anticipated to be between two and four-stories and may contain crawlspaces. Basements are not proposed or anticipated for this project.
