Dear City Commissioners,
My name is Kietra Nelson and I’ve lived in the Centennial Park neighborhood and owned a business on theNortheast Side for more than twenty years. I want to acknowledge the difficult job you face as Bozeman grows —these decisions are not easy. But our neighborhood has done the work, the research, the outreach, and the duediligence you asked of us. And with that understanding, I am urging you: please do not zone our neighborhood R-C. Please zone our Centennial Park parcel R-A.
Across Bozeman, we’re already seeing the consequences of aggressive upzoning — large, out-of-scale projects that
add hundreds of units but do not meaningfully improve affordability for the people who live and work here. What
has increased is pressure on historic blocks, loss of mature trees, blocked sunlight, and dramatic changes in
neighborhood character. This pattern is spreading across town, and it is not working for Bozeman.
Centennial Park is within the Neighborhood Conservation Overlay District for a reason: human-scale architecture,
walkability, mature vegetation, and naturally affordable homes that support a diverse community. We are not against
growth — R-A still allows ADUs and gentle, incremental density — but R-C invites tear-downs and four-story
infill that would permanently erase what the NCOD was created to protect.
More than 54% of property owners signed in support of R-A. We have demonstrated real, measurable public
support and provided well-documented research, case studies, and neighborhood data. We showed up — and now
we are asking you to honor the process.
You have the power to draw a line here and show that “neighborhood conservation” still means something inBozeman. I respectfully urge you to amend the UDC and designate the Centennial Park Neighborhood R-Ainstead of R-C.
