On Behalf of the Associated Students of Montana State University (ASMSU)
Executive Summary
PROPOSAL
Establish a one-year, non-voting student seat on each major board reporting to the City
Commission.
PURPOSE
Strengthen student engagement with City Government and provide MSU students with practical
civic-leadership experience.
PROCESS
ASMSU nominates candidates; City Commission confirms appointments in alignment with the
MSU academic calendar.
Identified Need:
Student Engagement
Montana State University students comprise
approximately 25% of Bozeman’s population and
contribute significantly to the city’s economic, social,
and cultural vitality.
Fostering student engagement in local
government ensures that Bozeman remains an
inclusive and attractive environment for all its
residents.
•Establish a one-year, non-voting seat for an MSU student on
each major board reporting to the City Commission.
•Align term lengths with the MSU academic calendar to
accommodate student schedules.
•Strengthen student engagement with local government.
•Provide MSU students with practical civic-leadership
experience and foster increased civic participation.

•The ASMSU Senate passed 2025-R-19: Resolution in Support of
Establishing a Student Advisory Council to the City of Bozeman
•Professional development training will be coordinated by the MSU
Leadership Institute in conjunction with ASMSU on the established
Boardroom Bobcats model
•To avoid additional administrative responsibilities for the City, the ASMSU
President and Senate will coordinate the recruitment and nomination of
qualified candidates based on application materials including resumes, letters
of recommendation, and cover letters.
•The City Commission or each relevant board will consider nominated
candidates for confirmation.
