Hello Mayor, Deputy Mayor, Commissioners, and Community Development Department,
My name is Melissa Cashman, and I live at 408 S. Black Ave. I am writing today to voice mystrong opposition to the proposed expansion of the B-3 zone onto East Curtiss Street between
South Tracy and South Black as part of the UDC update.
I moved into this home in 2019, and since then I have grown deeply connected to our
neighborhood and the historic character that defines it. The South Tracy/South Black NationalRegister Historic District is one of the most architecturally intact and thoughtfully preserved
areas in Bozeman — a residential enclave with charm, quiet, mature trees, and a sense ofcontinuity that is increasingly rare.
Since moving here in 2019, I have taken great pride in helping care for and maintain thehistoric character of our property. I was thrilled to move into a house my husband had spent
more than a decade restoring with historical sensitivity, and I’ve continued that commitmentby ensuring our improvements respect the scale, architecture, and calm residential nature of
the neighborhood. People are drawn to this district because it is peaceful, historic, and human-scaled—not commercial—and we have done everything we can to honor that.
The proposed expansion of B-3 zoning into the middle of this block would fundamentallychange the character of our street. Increased commercial activity, traffic, and redevelopment
pressures are simply incompatible with the intent of the NCOD and with the qualities thatmake this district worth preserving. Once that character erodes, it cannot be rebuilt.
I chose this neighborhood because it felt like the best reflection of what Bozeman has alwaysbeen — a place with history, beauty, and community. I hope the City will continue to protect
those values by rejecting this zoning expansion.
