Dear City of Bozeman Commission,
Thank you for your efforts and engagement on the UDC rewrite. As mentioned in a
previous public comment, we encourage you to consider exempting affordable housing
projects from the 24-unit-per-building limit in the RC zone.
Progressive land-use policy is a critical tool for local government to leverage to increase
housing variety that meets the needs of households across a range of income levels. The
UDC rewrite broadly supports the creation of more housing options. Looking at the
outcomes of recent land-use reforms to encourage missing-middle housing, such as in the
City of Portland, we can see that these kinds of changes have a measurable impact and
pair well with additional strategies to protect low and moderate-income households from
displacement.
Communities such as Tacoma, WA, have adopted anti-displacement strategies to ensure a
coordinated approach to protecting existing residents. Some of those tools include right of
first refusal and opportunity-to-purchase programs, as well as targeted grants to support the
expansion of community housing, such as community land trusts and cooperative housing,
and tenant protections, such as the right to counsel.
As this process concludes and we look to the future, an anti-displacement strategy would
be a complementary approach to ensuring the benefits of this land-use reform benefit
existing residents of all backgrounds.
