Dear Bozeman City Commissioners,
MSU is submitting a public comment as part of the UDC adoption process to request land use and
zone map amendments pertianing to property owned by the University. Please review the attached

SUBJECT: Zone Map Amendment Request – UDC Public Comment
Dear Commissioners,
MSU is requesting land use and zone map amendments as part of the City’s
update to the Unified Development Code process and associated land use
and zone map amendments. Per direction from City of Bozeman Community
Development staff, Montana State University is requesting two zone map
amendments to align our current properties with the appropriate Public
Lands and Institutions - PLI zoning.
The following requests are outlined below for your consideration. MSU will
attend the public hearings and will be available for questions during the UDC
adoption and map amendment process.

Zone Map Amendment Request #1
The location identified on the City of Bozeman’s proposed future zoning map
below (red outline), located on the west corner of South 3rd Ave and north
portion of Greek Way, is owned by Montana State University (MSU). The
proposed future zoning map identifies the property as RB (R-3) Residential
Medium – Low, while the adjacent property to the north and west, also
owned and utilized by MSU, is identified as Public Lands and Institutions (PLI).
The property in question is already utilized by MSU as a portion of the
Facilities Yard and as an open space/buffer to the adjacent residential
neighborhood. MSU proposes the future land use and zone map be changed
to PLI to align with our adjacent MSU property. MSU believes this is a logical
change and creates consistency within the proposed zoning since all the
property is owned by MSU and is used for the same purpose. This also more
accurately reflects the use of the property today and its use into the future.

Zone Map Amendment Request #2
The location identified on the City of Bozeman’s proposed future zoning map
below (red outline), located on the south side of West College Avenue, east
side of Technology Boulevard, and north side of Analysis Drive, is owned by
Montana State University (MSU). The proposed future zoning map identifies
the property as B-2M Community Mixed Use, while the adjacent property to
the west, also owned and utilized by MSU, is identified as Public Lands and
Institutions (PLI). The property in question is already developed, utilized and
owned by MSU. The northern most property and building – Nopper Building
– were recently purchased by MSU and houses a variety of administrative
operations for the university. The remaining two properties and buildings, to
the south and owned by MSU, house a variety of research labs and
instructional spaces. MSU proposes that the future land use and zoning map
be changed to PLI to match the adjacent MSU property. MSU believes this is
a logical change and creates consistency within the proposed zoning since all
the property is owned by MSU and is used for similar purposes. This also
more accurately reflects the use of the current developed condition of the
property and its continued use in the future supporting MSU. A detailed
