Hello Mayor, Deputy Mayor, Commissioners, and Community Development Department, I have just learned of the plan to expand the B-3 zone to East Curtiss between South Tracy and South Black and I want to register my strong opposition to this plan. I live on the corner of South Tracy and East Curtiss at 303 South Tracy Avenue. As you areaware, this is part of the South Tracy/South Black National Register Historic District. My husband has owned this home since the early 2000s and we have lived in this house for the last fifteen years. Our house was built circa 1920 and is called the Langhor House in the historic places registerdue to its association with the Langhor Greenhouses. Since we have lived here we have invested a lot in our home to restore and preserve its character in the neighborhood. Werecently upgraded the windows to comply with existing code and to increase energy efficiency, upgraded the flooring throughout the home to keep the original character, finishedthe basement to make it fully usable and have continue to repaired and upgrade plumbing and electrical systems throughout the time we’ve been here. Externally, we installed a new roofand solar panels and at street level, we installed significant landscaping using boulders and native plantings to beautify this corner of our neighborhood. Our garden faces both South Tracy and Curtiss and visitors and locals alike often stop to talkto us when we are tending the garden, to tell us how much they admire it and to thank us for adding so much to the neighborhood. And an art teacher even asked her class to come out tosketch the garden this past year. In addition to the variety of bees, butterflies and other pollinators that come to visit the gardens, the mature trees on our property and all the way down East Curtiss between SouthTracy and South Black are home to the birds whose sounds define the healthful and wholesome rhythm of our mountain town. Among these are the pine siskin, black cappedchickadee, mountain chickadee, magpies, sparrows, robins and finches along with Eurasian doves and a red breasted nuthatch. These are the streets that visitors walk down when they come to our town to get a sense ofwhat it could look like to live in a thriving small town with a proud history behind it and an exciting future ahead. I strongly believe that expanding the B3 District to the edge of East Curtiss Street isunwarranted and unfriendly to the neighborhood, to its historic character, to its long time residents and it is disrespectful to the history of our town. I urge you to leave the homes and the church on East Curtiss between South Tracy and Black in zone R-2 and to please NOT change their zoning to B3. It is too much and too close to this long established neighborhood and it will not fulfill theintent and purpose of the conservation district designation "to stimulate the restoration and rehabilitation of structures, and all other elements contributing to the character and fabric ofestablished residential neighborhoods and commercial or industrial areas.” Please call me or meet with me to discuss further.
