Hello Mayor, Deputy Mayor, and Commissioners, I know this has been a very long process, and I appreciate both the need to finish by May 2026 with the state mandated pieces and the desire to wrap up this long process with this update. At this point, I strongly recommend you do not add any further changes to upzone any areas (like the small section in the SE quadrant that could be remapped from the current R-2 to B-3), as well as any changes that would result in more units than are in the September draft for any residential areas. In the proposed RA district, I'd really like to see the continued emphasis on subdivision of existing buildings, rather than a last-minute change to include 4 unit new buildings. I want to encourage the preservation of existing buildings- the rent is almost always less expensive than new construction and it allows homeowners to stay in their homes while providing more opportunities for additional units. A 4-unit new build involves a commercial construction loan and your average Bozeman homeowner does not own a construction business, nor do they want to move out of their neighborhood. Please continue to listen to the work neighbors did in the Centennial Park and Bon Ton areas to request a change to RA. They did this as volunteers and have a great deal of support. I don't live in either area but believe that their work and request should be supported. Our growth policy calls for a gradual and predictable increase in density. This current proposalis already a leap in density, compared to the changes before and after the 2018 UDC update.You can add more density if it is decided that is the best course in the future. You will have avery difficult time reducing density changes if it turns out to be detrimental. Thank you, Karen Filipovich
