November 14, 2025 To the Bozeman City Commission: We respectfully submit a request for a zone change as a part of the development code update in regards to a portion of land in Midtown known as the Westlakes property. The property is currently used for agricultural purposes and consists of a north lot and a south lot. The north lot is approximately 8.6 acres and is bordered to the north by East Oak Street, to the west by the future North 5th Avenue, to the east by the future North 3rd Avenue, and to the south by the future Hemlock Street. The south lot is approximately 10.4 acres and is bordered to the north by the future Hemlock Street, to the west by the future North 5th Avenue, to the east by the future North 3rd Avenue, and to the south by West Tamarack Street. Currently the two lots are zoned R5 even though they are a part of the Community Commercial Mixed-Use zone of the Future Land Use Map. Property directly to the west and also within the Community Commercial Mixed-Use zone or the Regional Commercial Services zone is zoned B2M. For the north portion of the Westlakes property, we would request rezoning to B2M to more closely align with the CCMU Future Land Use designation. For the south portion of the Westlakes property, acknowledging it is adjacent to higher density residential though also within the CCMU Future Land Use designation, we would request rezoning to REMU to serve as a transition between the residential function and the commercial designation.
