He also states that there shouldn't be any more vehicle parking if it doesn't equate to the amount of bike parking. He stated the approach they took was going to neighborhoods that were having these issues and doing a petition which deterred about 15% of residents for these installations, he also mentions that more often than not, these issues of speeding usually come from neighbors themselves. 01:48:03 Linda Semonés, Public Comment Linda Semonés commended staff for their efforts with traffic calming, specifically in her neighborhood on Church St. She emphasizes the importance of the City working with residents in areas to see what best suits them and how they can help the community. Approve: All Disapprove: None J) 02:46:52 Adjournment This board generally meets the fourth Wednesday of the month from 6:00 pm to 8:00 pm. 8 Memorandum REPORT TO:Transportation Board FROM:Danae Giannetti, Engineer Nicholas Ross, Director of Transportation and Engineering SUBJECT:Neighborhood Traffic Calming Program Special Presentation MEETING DATE:November 20, 2025 AGENDA ITEM TYPE:Citizen Advisory Board/Commission RECOMMENDATION:Neighborhood Traffic Calming Program Special Presentation STRATEGIC PLAN:4.5 Housing and Transportation Choices: Vigorously encourage, through a wide variety of actions, the development of sustainable and lasting housing options for underserved individuals and families and improve mobility options that accommodate all travel modes. BACKGROUND:A work session was completed for the Citywide Traffic Calming Program on October 22, 2025. The purpose of this special presentation is to summarize recommendations from that work session and outline information for the City's Neighborhood Traffic Calming Program. Program Name: Neighborhood Traffic Calming Program Program Definition: A citizen-initiated program focused on improving the safety and comfort of people traveling by all modes through a neighborhood. The program includes both temporary/seasonal installations and permanent modifications to the infrastructure. The program does not include CIP projects. Program Objectives: 1. Provide a clear and transparent process to address citizen concerns regarding traffic on neighborhood streets 2. Decrease the frequency and severity of crashes on neighborhood streets 3. Reduce the speed of neighborhood vehicular traffic 4. Discourage the use of neighborhood streets for cut through vehicle traffic 5. Encourage bicycling and walking in our city’s neighborhoods Project eligibility: Local streets that are city owned and publicly maintained. Application Process: 9 1. Online application process or by phone/email, similar to Snow Angel Program application 2. Applications window on a rolling basis, but program annual schedule fixed 3. Requested project location, requestor contact information, description of concern, agreement to serve as point of contact, petition for 50% signatures within 1 block of project or letter of support from HOA or INC representative Project Screening Process: 2 of the following 3 criteria must be met: Safety: occurrence(s) of correctable crashes within 5 years Traffic Operations: 1,000 vehicles per day OR the documented 85th percentile speed is 5 mph over the posted speed Surrounding land use: The project is near a pedestrian generator such as a school or park Project Prioritization Metrics & Scoring: 1. Vehicle crashes (20 points) 2. 85th percentile speed (30 points) 3. Vehicle volumes (20 points) 4. Pedestrian generators – schools, parks, etc. (20 points) 5. Contextual considerations – sight distance, intersection control, etc. (10 points) Program Toolbox: Horizontal Deflection 1. Splitter islands 2. Pedestrian refuge islands 3. Curb extensions 4.
