meeting. At the direction of the City Commission, anonymous public comments are not distributed to
the Board or staff.
Public comments will also be accepted in-person and through Video Conference during the appropriate
agenda items.
As always, the meeting will be streamed through the Commission's video page and available in the
City on cable channel 190.

This is the time to comment on any non-agenda matter falling within the scope of the Business
Improvement District Board. There will also be time in conjunction with each agenda item for
public comment relating to that item but you may only speak once per topic.
Please note, the Board cannot take action on any item which does not appear on the agenda. All
persons addressing the Board shall speak in a civil and courteous manner and members of the
audience shall be respectful of others. Please state your name, and state whether you are a
resident of the city or a property owner within the city in an audible tone of voice for the record
and limit your comments to three minutes.

STRATEGIC PLAN:4.4 Vibrant Downtown, Districts & Centers: Promote a healthy, vibrant
Downtown, Midtown, and other commercial districts and neighborhood
centers – including higher densities and intensification of use in these key
areas.
BACKGROUND:Ellie will provide an update on downtown projects and maintenance
programs.

Downtown Bozeman Partnership – ED Report
November 2025
Downtown Updates:
• Closing Main Street for Downtown Trick or Treating was a HUGE success and a wonderful partnership
between the Bozeman Police, Fire and Street Departments and the DBP. Check out photos and contest
winners HERE.
• The DBP won TWO 2025 Historic Bozeman Preservation Awards for the Christmas Spiders, that have been
completely rebuilt over the past 4 years AND the Downtown Alley Enhancement Project. See more details
HERE.
• We’re getting ready to decorate downtown for the holidays! Please support this through a “Holiday Light
Sponsorship” details HERE.
• We have hired a new Part-Time BID Maintenance Staff Member, WELCOME Thomas Allan!
• The damaged light pole on South Black will be repaired and reinstalled soon. Charges have been filed
against the individual responsible.
• Started your holiday shopping yet?? Don’t forget about Downtown Dollars…the gift of Downtown
Bozeman!
City/County Updates:
• City Commission Meeting - Tuesday, November 18 at 6pm in City Hall, calendar link HERE.
• Gallatin Valley MPO-Transportation Technical Advisory Committee – Wednesday, Nov. 12 at 10:30am,
calendar link HERE.
o Note: I have volunteered to be a member of the MPO Long Range Transportation Plan Committee, I
will keep board members updated on plans.
• Notable Engage Bozeman projects/updates:
o UDC Update
o Bozeman Creek Resiliency Plan
DBP/DURD Project Updates:
• I-Ho Peace Park is under contract and work began on Nov. 6 with initial demolition of the area supporting
the park. Then a winter stop is planned from Dec. 15 until weather is allowable to begin again. Please note
that ~8 parking spaces will be CLOSED in the black lot during this initial work, Nov. 5-Dec 15. Spaces
will be reopened during the winter stop.
• We have begun the process to formally adopt an SILD (Special Improvement Lighting District) in
downtown. This is long overdue and has become very costly and unmanageable. Morrison Maierle is
helping draft the district and scope of work for adoption. More to come…
• Downtown URD Infrastructure Grant/TIF Assistance Revision – scheduled for approval at November DURD
Board Meeting. Final version to be circulated amongst board members, stakeholders and design
professionals in the coming weeks.
• Downtown Parking Update:
o A Parking Vision document with focus on short- and long-term solutions is currently moving
forward with Winter 2025/26 release to boards and commission. A PSA with Indigo West was
approved by City Commission agenda October 7. Ellie will keep all boards updated on progress.
o An RFP for a PPP for Downtown Parking Infrastructure is in progress utilizing the Five Million in
DURD funding for parking infrastructure has been approved for FY26. A local legal team with civic
has compiled a preliminary draft that has been shared with a DURD board member committee for
review before bringing back to the DURD board for final review and approval before public
announcement though the city RFP process.
