HomeMy WebLinkAboutResolution 2714 Re ad hoc committee report on streamlining planning review process: 9-19-88 -:~- --....-----.---- - ~-- ~.- . , .... ~l ." .., COMMISSION RESOLUTION NO. 2714 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, REGARDING THE AD HOC COMMITTEE REPORT ON STREAMLINING THE CITY OF BOZEMAN'S PLANNING REVIEW PROCESS. WHEREAS, the City Commission of Bozeman, Montana, adopted a resolution on March 14, 1988 appointing an Ad Hoc Review Process Committee to "create a proposed model for the revamping of our review process"; and WHEREAS, said committee has met in excess of 25 times, conducted extensive interviews with elected members of both the City and County Commissions and staff and examined Montana statutes as well as local regulatory ordinances; and WHEREAS, said committee has identified a series of inter-related problems requiring integrated solutions; and WH EREAS, having acknowledged the receipt of the Ad Hoc Committee report, NOW, THEREFORE, BE IT RESOLVED that the City Commission: 1) Request the Ad Hoc Committee members to facilitate and further the recommendations to the appropriate City and County advisory and governing boards to provide continuity in the various planning processes. 2) Recognize that staff, prior to this report, had begun to address some of these concerns. 3) Create a Development Review Committee (DRC) t as advised t and establish its structured review process as soon as practical. 4) Establish joint regularly scheduled meetings of city-county staffs and commissions. 5) Would like the following items addressed in the Master Plan review process: a. Re-alignment of the City zoning and planning jurisdiction in coordination with a "growth area" County planning district; b. consideration of the other recommended Master Plan amendments. 6) Desires a rewrite of the Zone Codes immediately following the completion of the Master Plan update. 7) Consider objective Performance Standards as a replacement for "T" districts, with an increased use of an "in-house" staff review. 8) Explore, through the Ad Hoc Committee and staff a Tiered Review Process. --~- - ------'- - - ---- -~ ~ .. -~ - - .. It ~."'!: 0:- OO, . 9) With the assistance of the Ad Hoc Committee and staff, seek the formation of a single Planning and Zoning Board in consultation with the City I County Planning Board and City Zoning Commission. Additionally, with the County Commission, seek a legal opinion from the City Attorney and County Attorney regarding the statutorily required number of public hearings for such a board.
