The proposed changes to neighborhood transition zones from B-3 to RA with theirproposed 14'-17' setbacks, is a taking that significantly limits the property owner's right to
development, reducing the value of B-3 properties across the entire boundary and makingsome properties unbuildable.
The proposed changes to the neighborhood transition setback diminish the area of
development and limit the higher intensity zone to provide parking on site, a major concern forcitizens in the downtown urban neighborhoods. The current setbacks with stepbacks allows a
project in the higher density zone to provide covered on site parking for the new higherintensity use while stepping back to soften the transition edge between higher intensity zoning
and urban residential neighborhoods.
The proposed changes to neighborhood transitions goes against the guidance of the 2019Downtown Improvement Plan, that calls for "a 'High Quality, Urban-Approach' to planning,
growth management and parking management".
