Brett,
As per our discussion,Nelson Meadows has completed a warrant analysis on the Nelson and Frontage Roads intersection,and the
report supports the installation of a full traffic signal.
The traffic light and control systems will be contributed by MDT and the Nelson Meadows Property Association will cover the cost of
installation.
We are planning to have the signal installed prior to the end of this calendar year.

Hope you are doing well. Please see the below from the City of Bozeman Engineering department in regards to the
Nelson Meadows subdivision and our current site plan application that we are trying to submit to the City.
What do you need from us in order to review this in reference to the City's email? I have included our overall site plan
and Traffic Impact Letter that will be submitted to the City with this application, as well as a snippet from the original TIS
that was completed for the original subdivision showing their anticipated overall trip gen/counts.

Good afternoon Brett,
I just took a look back at the CONR application (25069) and I spoke with Taylor L. concerning the Nelson
Meadows subdivision signal installation today. The original REF comment (#27) in the CONR application
still holds (see below).
From REF #27:
"Conclusive correspondence from MDT representatives concerning the active signal warrant
analysis for the intersection of Nelson Road and Frontage Road must be received and reviewed with
specific reference to the timing of signal installation with respect to the trips associated with this site
plan, prior to site plan approval. Please contact (Jean Riley jriley@mt.gov) with MDT Systems
Impact Action Process Section)"
At present the City is requesting that site plans seeking approval/occupancy in the subdivision coordinate
with MDT and keep us informed. At the time of subdivision development MDT took responsibility for signal
installation, however as I understand, a funding mechanism for the signal work was never established.
Taylor mentioned that MDT may be seeking a collaborative funding solution with various
ownership/development groups in the Nelson Meadows subdivision to install the signal. By this time in the
subdivision, given current occupancy and volumes predicted in the subdivision TIS, we believe warrants for
the signal may be met. Conformation and direction on this item should be through MDT.
This may be a condition we can place on occupancy rather than site plan approval, depending on MDT's
directive.
I'm happy to keep the door open on discussion here, thanks for reaching out and let me know if you have

Brett,
The team discussed TIS waivers this week, and I would request that you submit a TIL with the site plan
submittal for review to give us information to consider the waiver of the TIS. If you would like to submit
the TIL via email directly to me prior to site plan submittal for review that's fine too. I think our main
concern is the trips generated with reference to existing data/TIS, and whether or not the MDT signal
will need to be installed, prior to site plan approval for this site and what their data threshold is for
installation of the light at Nelson and Frontage road. Given the information in your TIL we can make a
decision on whether or not a TIS will be waived, and issue you a formal response.

Please find my responses below:

plan applications, to compare how the newly estimated traffic compares to the original subdivision TIS. Even
though the original TIS is over 5 years old, would this suffice since I don't believe we meet the criteria in 3.2.4 for
a full new TIS? How does 3.2.4 apply from your perspective? 3.2.4.IV. Specifically applies, but only if the site
proposed exceeds the volumes assigned in the subdivision TIS or the TIS is older than 5 years. I'm not sure if you
submitted trip gens with this CONR, but its worth a quick check to see if this threshold applies. I will check in with
Taylor/Nick on whether they are willing to wave the requirement that the original/subdivision TIS be less than 5
years old.
-#32, we will submit and coordinate with MDEQ on the subdivision side of things in relation to the sewer
generation compared to the newly executed COSA approval. Nothing new has come from this since the new
COSA of 9/10/2024, correct? We were in contact with M&M on other Nelson Meadows site plans, so we are/were
up to date in relation to the odd sewer situation. I'm not sure on this one, I will defer to M&M and the local/Gallatin
county health department.
