Evaluation of the Mall’s private access road with the proposed carwash site access intersection is required. This intersection should be analyzed as a four-leg intersection and a determination should be made regarding the appropriate intersection control based on estimated volumes traveling through the intersection. The proposed car wash site access has been evaluated in the context of the existing access road serving the mall. The intersection with the mall’s access drive and Petco/Whole Foods currently has a stop sign at the minor approach (Petco/Whole Foods). To maintain consistency and ensure efficient traffic flow, the car wash access has been revised to include a stop sign, mirroring the existing control on the opposite leg. Implementing an all-way stop at this location would unnecessarily impede traffic entering from Huffine Lane and could lead to queuing or congestion on the main thoroughfare. A two-way stop control at the car wash access is expected to provide safe and efficient operations, allowing vehicles to enter and exit the site while preserving the flow of traffic along Huffine and within the mall property. 2 Re: TIS Scope for Velocity Carwash Site Plan REF #27 Please provide clarification on the following items regarding the Queuing analysis Report: The analysis states that a traffic impact study (TIS) was already completed for the development. Please submit the previously prepared TIS for review. An analysis of the intersection of the proposed site access with the mall access route and access in front of Petco is of interest to assess the appropriate intersection control. The queuing analysis report was incorrect as upon further research by the COB a TIS was done for Whole Foods and the Gallatin Valley Mall Expansion, neither of which included the car wash property. A full TIS was not completed for the car wash at the time of those developments. See #2 for response to the intersection control item as well as attached revised site plan with stop sign incorporated.
