Dear Community Development Department and Board, It has been a long process and the finish line is in sight! Thanks again to all city staff who have produced the September 19th draft of the UDC. I’ll stick to the part covering the two neighborhood proposals and the amendments to RA, RB andRC. First to the Bon Ton and Centennial Park Neighborhood proposals: I would like to see the motion brought to approve these as they stand in the 9/19/25 draft. Weare looking to see RA zoning throughout both neighborhoods as this is consistent with current zoning in the rest of the greater Bon Ton and also consistent withwhat is bordering Centennial in the greater NENA neighborhood. The modification suggestion by staff to the existing RA included in the 9/19 draftdocument (first referred to by some as “RA and-a-half,”) represents a nice compromise worked on over the months by city staff, city commissioners, (whogot out and walked both of the neighborhoods in June), and residents of the two neighborhoods. This is the “gentle infill” concept at work and is the product ofmuch good collaboration. RB is tricky, as residents of both neighborhoods, get the feeling that the “final- final” discussion on these districts may still be to come in true 11th hour fashion. Frankly, no one like surprises! If that happens, I’m sure not inclined to suggest that RB be expanded to 12 units and would comment here to hold at 8 units. Onthe other hand, capping RC at 24 units, represents a good “go-between” option for areas other than RD. With regard to last-minute motions and discussions, the two neighborhoods don’tdesire this at all. We know we can’t control the board – it is a democratic process at work, but the time for these discussions was much earlier in the year and inmany respects they did happen. Hence, city staff’s 9/19/25 draft and zone map draft that are on the table, are their recommendations. Thank you for yourconsideration and to a cordial process thus far.
