FINANCIAL PLAN AND FUNDING MECHANISM The owner shall establish a sinking fund dedicated to stormwater system O&M. The fund will be held in a separate account by Western Mountain Investments or its successors and will be adjusted annually based on inflation (estimated 3% per year). Attachments A.
