October 20, 2025 Via Email Only City of Bozeman Attn: Community Development Board comments@bozeman.net Dear Members of the Board: I have just been informed of a proposal by member Delmue to water down the requirements for the newly-proposed RA zone. To this point, for two years, our neighborhood and other Bozeman neighborhoods have been fighting for reasonably low density in traditional neighborhoods. I feel that the compromise solution already reached, which has been the subject of numerous hearings, is a reasonable compromise. It is not perfect, but we have been able to come together with the City on this. Essentially, it allows duplexes by right (which is, in any event, now required by State law) and the erection of an accessory dwelling unit. Now, one commissioner is attempting to persuade you to recommend an expansion to four units by right. The member who sponsors this motion is a developer, who, in my opinion, should not serve on the Community Development Board, or at least he should not be allowed to vote on this issue. He is attempting to feather his own nest. Over the last two years, there has been a serious erosion of trust on the part of the public, and the present eleventh-hour motion only feeds that distrust. Whatever happened to the strict ethics code of the City of Bozeman and the tradition of careful avoidance of even the appearance of conflict? Please reject this last-ditch self-serving effort to erode the integrity of the UDC. Sincerely, ___________________________ James H. Goetz
