Subject: Request for Waiver of Traffic Impact Study (TIS) for North 19th Rest Area Master Plan
Dear Director Ross,
I am writing to formally request a waiver of the required Traffic Impact Study (TIS) for the North 19th
Rest Area Master Plan. The justification for this request is based on the following points:
1. The intersection at Valley Center Road and North 19th Avenue falls under the jurisdiction of
the Montana Department of Transportation (MDT), rather than the City of Bozeman.
2. At MDT’s request, the applicant has conducted several iterations of Traffic Impact Studies
prior to the transfer of ownership of the property. These studies addressed traffic concerns
in the vicinity and were closely coordinated with MDT.
3. Additionally, MDT has conducted several Transportation Impact Studies in the area over the
years, providing consistent and comprehensive updates on traffic patterns. These studies
cover the intersection and surrounding road network, which makes further analysis
redundant.
4. MDT has also planned significant road improvement projects in the immediate area, which
will further address any traffic impacts resulting from the development.
Given MDT’s direct involvement and oversight of traffic planning and infrastructure in this area, we
believe that the TIS requirement is unnecessary and respectfully request a waiver for this project.
We are happy to provide any supporting documentation or further information, if needed, to assist
in your review of this request.
