Phase 2 includes a total site area of 461,229 SF, or 10.59 acres. Proposed improvements in Phase 2 include the construction of a 119-stall parking lot with an integrated drop-off area, as well as one or—pending available funding—two artificial turf fields located west of the new parking area along Oak Street. The new parking lot will also serve as supplemental parking for Gallatin High School during the academic year. This phase of the project also includes the completion of the park’s “central spine” sidewalk, extending it from its current terminus in Phase 1 to the southern boundary of the park. This connection is a key component in improving accessibility and circulation throughout the park. Additional proposed improvements include: • A stormwater retention pond to manage runoff from the parking lot • A stormwater connection for the underdrain system beneath the artificial turf fields • A two-stall vault toilet • Space for a future storage and equipment shed • Boulevard trees and enhanced site landscaping • An expanded irrigation system to support new vegetation The Maynard Irrigation Pipeline, which runs along the eastern edge of the park, supplies water to the park’s natural turf and landscaped areas from May through October. When the ditch company turns off the irrigation supply—or during periods when water needs arise before the pipeline is operational—the park relies on a municipal water connection for irrigation. A conceptual review for this project was waived. However, the design team has coordinated with City staff on the proposed layout prior to submitting this application. Additionally, as a Traffic Impact Study (TIS) was previously completed as part of the Park Master Plan, the Engineering Department has waived the requirement for a new TIS.
