FY26 BUSINESS IMPROVEMENT DISTRICT ASSESSMENTS
What is the Business Improvement District (BID)?
•Created by petition of downtown property owners originally in 2000 and must be reauthorized every 10 years.
Annual work plan and budget was approved by the Downtown BID board on March 19, 2025, and approved by City Commission on May 6, 2025.
•Work plan and budget identified funding for maintenance, beautification downtown, and
support for the Downtown Bozeman Association.

Suggested Motion Language:
I move to adopt commission resolution levying the annual Business Improvement District (BID) assessments for Fiscal Year 2026.
With adoption of the resolution, the total annual assessment of $280,000 will be added to the City assessment bill for businesses based on their taxable value, as shown in Schedule A.

Non-compliance Notice Contract Removal Bill to Recover Cost Delinquent Charges to Assessment
Bozeman Municipal Code (BMC) Section 34.06 requires that property owners clear or treat snow and ice on sidewalks within 24 hours following snowfall.
November 1, 2024 – March 15, 2025:
•1,088 notices
•122 cases
•21 appeals
Contracted removal cost was $0.48 per square foot
Contract going to competitive bid before next snow season

•Bozeman Municipal Code (Sec. 34.06.050.)
•Snow removal charges can be appealed online
•Form on City of Bozeman website is available December 15th – April 15th
•Code Compliance Officer reviews appeal and notifies property owner within 30 days of decision
•Of the 21 appeals last winter, 8 were approved, either partially or in full

Contracted removal cost was $125 per hour.

ASSESSMENT OF DELINQUENT UTILITY BILLS
Enterprise Funds & Charges for Service
•Utility funds (water, sewer, stormwater, garbage, recycling) are enterprise funds, required to be self-supporting through fees and charges.
•Customer fees are based on the adopted budget, 5-year CIP, and long-term financial models (developed by Finance and reviewed by an external consultant).
•Fees are set by City Commission resolution – most
recently updated August 13, 2024.
•Discounted rates are available for customers
meeting the State’s Property Tax Assistance Program requirements.

Process for Unpaid Utility Bills
•Majority of overdue bills paid through this process
•Montana Code Annotated (MCA) 7-13-4309 allows an additional process for collection of delinquent utility charges
•Authorization of this resolution allows delinquent charges to be added to the tax rolls to be collected in the property tax system as a lien against the property
•Property owners were sent an additional notice prior
to July 7, 2025, per § 7-13-4309, MCA
