Annual work plan and budget was approved by the Downtown BID board on March 19, 2025, and approved by City Commission on May 6, 2025. •Work plan and budget identified funding for maintenance, beautification downtown, and support for the Downtown Bozeman Association. FY26 BUSINESS IMPROVEMENT DISTRICT ASSESSMENTS Public Hearing, Discussion & Adoption of BID Assessments Suggested Motion Language: I move to adopt commission resolution levying the annual Business Improvement District (BID) assessments for Fiscal Year 2026. With adoption of the resolution, the total annual assessment of $280,000 will be added to the City assessment bill for businesses based on their taxable value, as shown in Schedule A. Resolution of Intent to Create District Resolution to Create District Create fund to track expenditures Budget adopted for expenditures Annual assessment / billing ANNUAL LIGHTING DISTRICT ASSESSMENTS Special Improvement Lighting Districts •Total FY26 billing = $317,300 •Number of Lighting Districts = 82 •No assessment levied in the following cases: •If the average bill for a district was less than $7 •If existing fund balance was sufficient to cover FY26 anticipated costs ANNUAL LIGHTING DISTRICT ASSESSMENTS Suggested Motion Language: I move to adopt Commission Resolution levying the annual lighting district assessments for Fiscal Year 2026. To assess benefitted properties, the City Commission must hold a public hearing and adopt the resolution.  Assessment was publicly noticed on September 6th & 13th in accordance with § 7-12-4333, MCA RESOLUTION FOR ASSESSMENT OF DELINQUENT SNOW REMOVAL CHARGES September 23, 2025Kaitlin Johnson, Budget Manager ANNUAL ASSESSMENT OF DELINQUENT SNOW REMOVAL CHARGES Snow Removal Code and Billing Process Non-compliance Notice Contract Removal Bill to Recover Cost Delinquent Charges to Assessment Bozeman Municipal Code (BMC) Section 34.06 requires that property owners clear or treat snow and ice on sidewalks within 24 hours following snowfall. November 1, 2024 – March 15, 2025: •1,088 notices •122 cases •21 appeals Contracted removal cost was $0.48 per square foot Contract going to competitive bid before next snow season ANNUAL ASSESSMENT OF DELINQUENT SNOW REMOVAL CHARGES Snow Removal Appeals •Bozeman Municipal Code (Sec. 34.06.050.) •Snow removal charges can be appealed online •Form on City of Bozeman website is available December 15th – April 15th •Code Compliance Officer reviews appeal and notifies property owner within 30 days of decision •Of the 21 appeals last winter, 8 were approved, either partially or in full ANNUAL ASSESSMENT OF DELINQUENT SNOW REMOVAL CHARGES Snow Angels Program The City of Bozeman's Snow Angels Program pairs older residents and those with disabilities with capable neighbors, offering them assistance in shoveling their adjacent sidewalks. Winter Season 2023 2024 Requestors 16 22 Volunteers 105 69 In both the pilot year and the subsequent year, the number of volunteers has exceeded the number of requestors. ANNUAL ASSESSMENT OF DELINQUENT SNOW REMOVAL CHARGES Questions, Public Hearing, Adoption Suggested Motion Language: I move to adopt Commission Resolution to levy and assess delinquent snow removal charges. •Number of Outstanding Bills = 14 •Total Assessment Amount = $3,661.68 •To assess delinquent bills, the City Commission must hold a public hearing and adopt the resolution. •Adoption of this resolution authorizes the City to include delinquent snow removal charges on the City’s annual assessment bill to property owners. RESOLUTION FOR ASSESSMENT OF DELINQUENT WEED REMOVAL CHARGES September 23, 2025Kaitlin Johnson, Budget Manager ANNUAL ASSESSMENT OF DELINQUENT WEED REMOVAL CHARGES Weed Removal Code and Billing Process Non-compliance Notice Contract Removal Bill to Recover Cost Delinquent Charges to Assessment Bozeman Municipal Code (BMC) Section 16.04 requires that property owners exterminate or remove nuisance weeds from their premises. Contracted removal cost was $125 per hour. Contract going to competitive bid in this fall. ANNUAL ASSESSMENT OF DELINQUENT WEED REMOVAL CHARGES Assessment Accounts & Amounts •Number of Outstanding Bills = 4 •Total Assessment Amount = $995.00 Since the posting of the agenda, one account has been written off due to change in property ownership. •Revised Number of Outstanding Bills = 3 •Revised Total Assessment Amount = $840.00 ANNUAL ASSESSMENT OF DELINQUENT WEED REMOVAL CHARGES Questions, Public Hearing, Adoption Suggested Motion Language: I move to adopt Commission Resolution to levy and assess delinquent weed removal charges with the revised Schedule A as discussed. •To assess delinquent bills, the City Commission must hold a public hearing and adopt the resolution. •Adoption of this resolution authorizes the City to include delinquent weed removal charges on the City’s annual assessment bill to property owners. RESOLUTION FOR ASSESSMENT OF DELINQUENT WATER, SEWER, STORMWATER, GARBAGE, RECYCLING, AND ORGANICS CHARGES (UTILITY BILLS) September 23, 2025Kaitlin Johnson, Budget Manager ASSESSMENT OF DELINQUENT UTILITY BILLS Enterprise Funds & Charges for Service •Utility funds (water, sewer, stormwater, garbage, recycling) are enterprise funds, required to be self-supporting through fees and charges. •Customer fees are based on the adopted budget, 5-year CIP, and long-term financial models (developed by Finance and reviewed by an external consultant). •Fees are set by City Commission resolution – most recently updated August 13, 2024. •Discounted rates are available for customers meeting the State’s Property Tax Assistance Program requirements. ASSESSMENT OF DELINQUENT UTILITY BILLS Process for Unpaid Utility Bills •Majority of overdue bills paid through this process •Montana Code Annotated (MCA) 7-13-4309 allows an additional process for collection of delinquent utility charges •Authorization of this resolution allows delinquent charges to be added to the tax rolls to be collected in the property tax system as a lien against the property •Property owners were sent an additional notice prior to July 7, 2025, per § 7-13-4309, MCA Utility bills due on the 15th of each month At 45 days overdue, delinquency notices sent At ~52 days overdue, hang tags are brought to the door At ~55 days overdue, utilities are shut off ASSESSMENT OF DELINQUENT UTILITY BILLS Assessment Accounts & Amounts •Number of Outstanding Bills = 54 •Total Assessment Amount = $14,835.07 Since the posting of the agenda, four accounts have been paid totaling $1,477.33 •Revised Number of Outstanding Bills = 50 •Revised Total Assessment Amount = $13,357.74 ASSESSMENT OF DELINQUENT UTILITY BILLS Questions, Public Hearing, Adoption Suggested Motion Language: I move to adopt Commission Resolution to levy and assess delinquent water, sewer, stormwater, garbage, recycling, and organic charges for FY26 with the revised Schedule A as discussed.
