Hello,
I've attached a letter from the Harvest Creek HOA Board asking the City of Bozeman
for representation on the moderated consensus group for the Fowler Ave Community Housing
Project.
Having a diverse group, along with an impartial and neutral moderator, is crucial. Fair and
adequate representation from different community members ensures that the development
proposal not only meets housing needs but also builds a lasting asset for the community that
everyone can be proud of. The makeup of this group should reflect our community, both now
and in the future, focusing on those affected by the development.
Our representative would be Mary Frances McHugh. She is retired from a career as a public
servant in city planning. She is resourceful, knowledgeable, and understanding of zoning.

Re: Representation on Moderated Consensus Group for the Fowler Housing Project
Dear Commissioners and City Staff,
We strongly encourage the City to establish a moderated consensus group that allows for authentic
engagement, shared responsibility, and constructive solutions in the development of the Fowler
Housing Project proposal.
Having a diverse group, along with an impartial and neutral moderator, is crucial. Fair and adequate
representation from different community members ensures that the development proposal not only
meets housing needs but also builds a lasting asset for the community that everyone can be proud
of. The makeup of this group should reflect our community, both now and in the future, focusing on
those affected by the development. We request that our community have representation on the
moderated consensus group. This project’s parcel is adjacent to 21 Harvest Creek properties and
will significantly impact the lives of these residents and our neighborhood.
We suggest representation include:
● Friends of Fowler Ave Connector.
● Some of the adjacent property owners (18 homeowners directly bordering the project)
● Harvest Creek HOA representative
● Future residents eligible for ownership at the proposed $450K - $600K price point (the
missing middle).
● Teachers, firefighters, and public service workers.
● Habitat for Humanity
● Better Bozeman Coalition
● Inter-Neighborhood Council
● City commissioners or other citizen board members.
We recommend excluding political lobbyists, such as Forward Montana. Thank you for your
consideration. We look forward to your response and to working collaboratively toward a better
process and outcome for all.

Thank you for sharing your thoughts and your preferred representative for the consensus process. We
have not even selected a consultant for this process yet, but we commit to communicating clearly
about the process and including appropriate stakeholders when we get there and have more to share.
