To: Bozeman City Commission From: Larry Barnard 439 North Grand, Bozeman406-580-4089Re: NOISE CommissionersIn a nutshell, I would like to discuss the prevalence of unreasonable levels of noisein our community. I am only scratching the surface but I am concerned about two general sources of unwanted, disturbing and unnecessary noise in our community. 1 -The never ending ubiquitous sounds of, primarily, motorcycles screamingaround town at all hours of the day & night. There is a noise ordinance in our town which is supposed to limit the impact of internal combustion engines. And there are speed limits and other traffic rules. None of these are being enforced. It is lawless out there. And we are always told "We will send out an officer" or "We don't haveany officers available". Why don't we have policemen? This is an excuse and a problem ongoing for at least a decade and our city leaders can't seem to prioritize citizen safety above any other city service or project. Really? 2 -The Gallatin County Fairgrounds hosts rodeos all summer long that are permitted by the City of Bozeman. Apparently there are no rules or even guidelines that apply to the level of noise allowed from any permitted outdoor activity. Well, that is what I am told. Those of us on the North Side (of Bozeman) are subjected tosounds so loud we can't listen to music in our own houses. My neighbor had trouble getting their toddler to sleep. I have a screenshot of a 93 decibel instance taken from my address which is over 4 blocks away! This is wrong! I received texts from friends who live above Peet's Hill Park mentioning the rodeo noise! I did my damnedest to find an ally in Commissioner Morrison to find what the rules are or aren't and to learn how to remedy the problem. Then he stopped communicating with me altogether, not even a sorry dude. I was given no help inlearning how we might change the situation. How far are you willing to let our quality of life erode? Please, get back to me with some guidance on how to fix this problem. Conversation with the City manager? City attorney? Mayor?
