Staff recommendation:• 25 feet wall plate height in RA• Distinguish between RA and RB in wall plate height• Suggest increasing RB wall plate to allow three full stories as in existing code – 32-34 feet• Clarify application of wall plate to side setbacks vs front and rear

Staff recommendation:• Retain existing maximum heights in residential districts• Determine maximum height in B3 to address recommendations in the Downtown Improvement Plan • Translation of height process – direct copy of existing heights in non-residential districts, if variable then go to the highest.
Graduated Square Footage Cap for Homes
Staff recommendation:• Do not adopt graduated square foot cap• Do establish standards to allow additional dwellings in a single RA building if:oNot more than 4 total dwellings per structureoBuilding must be at least 35 years oldoExpansion associated with additional dwellings not more than 25% of total existing building area• Continue proposed standard 38.260.030 to avoid reduction of number of homes on site
