Thank you for your comments dated June 5th, 2025 for the Hidden Creek Minor Subdivision Preliminary Plat Application submittal. The majority of the comment responses were uploaded to Project Dox directly. This document seeks to address comment Ref #79 and comment Ref #80 which refer to the Hidden Creek Site Plan Application (25084). These comments state that all comments from the site plan application relating to drainage design and the provided Traffic Impact Study (TIS) be addressed prior to preliminary plat review. Please find the applicable site plan comments below in addition to WWC Engineering/Madison’s responses in blue. Preliminary Plat comment Ref #79: Multiple issues were identified with the drainage report submitted with the site plan application. The applicant has demonstrated with this preliminary plat application that the stormwater drainage system proposed in the site plan application will be utilized to manage the stormwater from the subdivision. The applicant must address all the comments on the drainage design from the site plan application prior to further review of the preliminary plat. Response: Please see the site plan comments below relating to the drainage design. 1. (SP-25084 Comment Ref #23) The applicant has not provided the grading for the southern and western perimeter areas. The applicant must provide the grading for these areas prior to further review. Response: The grading plan has been updated to include the southern and western perimeter grading. Please see the updated grading plan included in section 29 – Stormwater Management. 2. (SP-25084 Comment Ref #24) Insufficient spot elevation or invert elevations. It is not clear which direction stormwater will flow at the existing and proposed path. Response: A sidewalk chase has been added to the PED trail along the west end of P a g e | 2 the property to ensure proper drainage per correspondence with Adam Oliver. 3. (SP-25084 Comment Ref #25) It is not clear which property owner would be responsible for specific drainage facilities or the extent of the site. This document is subtitled Lot 1. The City will maintain inlets and pipes located in publicly maintained ROW. Response: Stormwater facilities located on private property within Hidden Creek Subdivision are to be maintained by private lot owners. A shared stormwater agreement is being utilized for Lot 1, 2, 3 and 4. Basin C is the only stormwater facility proposed within the public ROW and is to be utilized for the future Oak Park Drive Extension. 4. (SP-25084 Comment Ref #26) The applicant refers to Basins A, B, and C in the report text but the basin map refers to Runoff Areas 1, 2, and 3. The runoff areas and basins do not appear to cover the same areas. The applicant must revise the report to provide consistent analysis information prior to further review. Response: The basins and contributing runoff areas have been updated for clarification within Appendix C of the stormwater report. The total basin area and runoff area have been updated to coincide. Additional runoff and basin areas have been added per additional comments. 5. (SP-25084 Comment Ref #27) The applicant must demonstrate that the overflow pathways will not convey water during the design storm event. The applicant has proposed a drop curb behind the inlet. The applicant must demonstrate that the design storm will not flow over the drop curb. Response: The drop curb has been removed, and a full height curb is being utilized. Calculations are included showing that a designated storm event will not flow over the curb. The full height curb and gutter capacity calculations are included in appendix F of the stormwater report. 6. (SP-25084 Comment Ref #28) The applicant must present a maintenance plan that complies with DSSP Section II.B.5 prior to further review. Response: A maintenance plan is included in the stormwater report and is included with this submittal in section 29 – Stormwater Management. Please refer to the updated stormwater report. Additionally, a shared stormwater agreement has been provided and is in the preliminary stages. 7. (SP-25084 Comment Ref #29) The applicant must provide runoff calculations for the swale area that borders the south and west sides of the site prior to further review. The calculations must include any run-on from the property to the south. The applicant must also account for the proposed area drains in the calculations. P a g e | 3 Response: Runoff calculations including the swale areas that border the South and West perimeters have been included in the updated stormwater report. Area drain calculations have been provided to show additional drainage located within the green spaces of the site. Please refer to appendix D within the updated stormwater report. 10. (SP-25084 Comment Ref #30) BMC 38.410.080- The applicant has presented inadequate information for a complete review of the drainage design. Prior to further review the applicant must: 1. Provide the design and detail for the area drains. 2. Provide a detail for the proposed stormwater swale. 3. Demonstrate that the overflow pathway can convey the runoff from the 100- year storm without flooding the neighboring property. This analysis must include runoff and overflow from the rest home property. The applicant must also demonstrate where the overflow from the site will discharge to. Response: Details of the area drains and swale are provided in the updated grading and drainage plan located within the updated stormwater report. Calculations for the area drains are included in appendix D of the updated stormwater report. Each underground basin and area drain with respective gravel infiltration basins has been oversized to accommodate additional runoff (if required). The Rest Home Property is to be properly re-graded near the future northern border to limit any excessive runoff onto Hidden Creek Subdivision. A shared stormwater agreement is being provided for Hidden Creek Subdivision to accommodate additional storage for any additional rest home runoff. Runoff from rest home is limited to a small capacity and is accounted for. In the event of a 100-year storm event, water will flow through the western swale, utilize area drains that have been oversized and out towards Juniper Street if needed. 11. (SP-25084 Comment Ref #31) The applicant must provide the design calculations for the area drains prior to further review. Response: Area drain calculations have been provided and are included in appendix D. 12. (SP-25084 Comment Ref #32) The applicant must provide an exhibit showing the drainage basins prior to further review. Response: Drainage basins, including runoff areas are included in appendix C exhibit. 13. (SP-25084 Comment Ref #33) The applicant has presented inconsistent area sizes in the calculations. For example, Runoff Area 1 is presented with an area of 2.59 acres but Basin A is presented with and area of 2.71 acres but the applicant has proposed that Basin P a g e | 4 A is Runoff Area 1. (SP-25084 Comment Ref #34) The applicant must present the runoff demand for Oak Park Drive prior to further review. Response: Runoff areas and basin areas have been updated and are included in appendix C exhibit and appendix D calculations. Oak Park Drive is included. 14. (SP-25084 Comment Ref #33) The applicant must present the runoff demand for Oak Park Drive prior to further review. Response: Oak Park Drive runoff is included in appendix D – Basin Calculations. Appendix F includes the pipes 6 & 7 calculations utilized for Oak Park Drive runoff. An exhibit of the proposed roadway is included in section 030 Streets, Roads and Alleys. Full plan and profiles will be provided with the infrastructure improvements submittal. 15. (SP-25084 Comment Ref #35) The applicant must identify who owns the facilities (i.e. which owner of the three proposed lots is the owner) prior to further review. Response: Internal stormwater facilities (underground ADS basins, area drains, swales, etc.) are to be maintained by lot 1, 2, 3 & 4 within Hidden Creek Subdivision. A shared stormwater agreement is being provided showing the details of this maintenance agreement. External facilities, Basin C located within public ROW and being utilized for Oak Park Drive Runoff is to be maintained by the City of Bozeman. Preliminary Plat comment Ref #80: BMC 38.220.060.A.11-The applicant has provided a Traffic Impact Study (TIS) dates January 2025, and identical to the TIS submitted with the site plan application on April 24, 2025. The applicant must address the comments to the TIS provided with the site plan application review on May 23, 2025 and submit the revised TIS prior to further review. Response: Please see the site plan comments below relating to the provided Traffic Impact Study (TIS). 1. (SP-25084 Ref#6) The traffic volumes presented in this table seem off and do not match Figure 1. The applicant must address the discrepancy and verify that the correct values were used in the intersection analysis prior to further review. Response: Traffic Impact subconsultant has updated the traffic impact report and is included in section 030 Streets, Roads and Alleys. 2. (SP-25084 Comment Ref #22) The applicant must include the appendices prior to further review. (SP-25084 Comment Ref #89) The applicant must include in the narrative that the Director of Transportation and Engineering has determined that additional intersections within a half-mile of the development are not affected by the development and do not need to be analyzed. Specifically, the requirement to analyze the intersections of Oak Street with 7th Avenue and 19th Avenue and Durston Road with 7th Avenue and 19th Avenue is waived due to upcoming MDT projects that will improve the level of service at these intersections. Response: Traffic Impact subconsultant has updated the traffic impact report and is included in section 030 Streets, Roads and Alleys. 4. (SP-25084 Comment Ref #90) The applicant indicated in the previous paragraph that the data was collected in October of 2024. This paragraph states the data was collected in September of 2024. The applicant must clarify when the data was collected and provide consistent information in the report prior to further review. Response: Traffic Impact subconsultant has updated the traffic impact report and is included in section 030 Streets, Roads and Alleys. 5. (SP-25084 Comment Ref #91) The applicant must state that the MDT data is reported as annual average daily traffic prior to final site plan approval. Response: Traffic Impact subconsultant has updated the traffic impact report and is included in section 030 Streets, Roads and Alleys. 6. (SP-25084 Comment Ref #92) The applicant must revise the title of the table to clarify that the traffic data is annual average daily traffic prior to final site plan approval. Response: Traffic Impact subconsultant has updated the traffic impact report and is included in section 030 Streets, Roads and Alleys. 7. (SP-25084 Comment Ref #93) There have been multiple crashes in this area. A copy of the crash data has been uploaded to the City Documents and Staff Reports folder. The applicant must revise the report to include the analysis of this data prior to further review. Response: Traffic Impact subconsultant has updated the traffic impact report and is included in section 030 Streets, Roads and Alleys. 8. (SP-25084 Comment Ref #94) The applicant has not identified the trips assigned to the local street network nor included a figure showing the trip numbers at individual intersections. The applicant must provide these elements prior to further review. (SP-25084 Comment Ref #95) The applicant must provide an analysis of 14th Avenue and its intersection with Oak Street prior to further review. Response: Traffic Impact subconsultant has updated the traffic impact report and is included in section 030 Streets, Roads and Alleys. 10. (SP-25084 Comment Ref #96) The traffic impact study has indicated that stop signs are recommended at the intersections crossing Juniper Street. The applicant must install stop signs in the following locations as a part of this development. 1. Southbound 14th Avenue at Juniper Street. 2. Southbound Oak Park Drive at Juniper Street. 3. Northbound Oak Park Drive at Juniper Street. Response: Acknowledged. We will coordinate with the applicant to ensure stop signs are installed at these intersections.
