Memorandum
REPORT TO:Transportation Board
FROM:Nicholas Ross
SUBJECT:FY27-31 Capital Improvement Plan Work Session
MEETING DATE:August 27, 2025
AGENDA ITEM TYPE:Citizen Advisory Board/Commission
RECOMMENDATION:Provide feedback on the city's FY27-31 Capital Improvement Plan.
STRATEGIC PLAN:1.1 Outreach: Continue to strengthen and innovate in how we deliver
information to the community and our partners.
BACKGROUND:City staff have begun preparing the FY27-31 Capital Improvement Plan (CIP).
The city of Bozeman is responsible for preparing an annual 5-yr CIP for all
transportation capital investments of at least $25,000. The CIP is developed
using the city's Street Impact Fee, Arterial & Collector, and Street
Maintenance Assessment funds. The city's Department of Transportation
and Engineering prepares this annual plan based on projects identified in the
city's Transportation Master Plan and operational maintenance needs.
Staff intends to bring a final draft of the FY27-31 CIP to the Transportation
Advisory Board on October 22, 2025 and seek a recommendation for
approval by the Bozeman City Commission. This work session has been
scheduled ahead of the October plan presentation in order to allow ample
time for Board and public engagement. At this work session, staff will
present an overview of the CIP development process, provide anticipated
revenue by fund, and present projects currently scheduled. Staff asks the
Board to review the city's current FY26-30 Capital Improvement Plan and
Transportation Master Plan ahead of the work session and come prepared to
suggest potential projects to be scheduled in FY30 and FY31.
UNRESOLVED ISSUES:Projects to be scheduled.
ALTERNATIVES:As suggested by the Board.
FISCAL EFFECTS:To be determined.
