HomeMy WebLinkAbout014_TISUpdateLetter May 21, 2025 Taylor Lonsdale, PE City of Bozeman 20 East Olive Street Bozeman, MT 59715 Reference: Traffic Impact Study Update Letter – Bozeman Health Phase 1 Project No. 17095.13 Dear Taylor: The purpose of this letter is to provide a traffic impact study (TIS) update for Phase 1 of the Bozeman Health Campus Master Plan. A TIS was originally completed in support of the original master site plan, which was submitted in November of 2023. A TIS was resubmitted in May of 2025 with an updated phasing plan. This letter will address internal and external impacts to be considered with construction of Phase 1. The current Phase 1 plan proposes expansion of Lot E further west to add approximately 165 parking spaces, expansion of Lot A to the northwest to add approximately 180 parking spaces, and removal of Lot I, which will displace approximately 150 parking spaces. The old maintenance yard will also be brought to compliance with this phase. The net number of new parking spaces added with Phase 1 will be 195. The current phasing plan is shown in the attached figure. The construction of additional parking is typically accompanied by an increase in demand. However, in this case the Phase 1 parking expansion serves to meet an existing demand for surplus spaces as determined through surveys of current patrons, and will allow for visitors to park closer to the building frontages. The proposed parking increase will also prepare the campus for future phases of the master plan, which will ultimately include a new building and two existing building expansions. Due to the above, trip generation estimates were not calculated for the proposed parking lot expansions in Phase 1. Future phases that include new building square footage will include update letters with trip generation calculations to evaluate consistency with the assumptions presented in the 2025 Master Plan TIS and review of recommendations from that study. Intermediate traffic volume, capacity, and/or signal warrant analysis may also be included in updates for future phases. The proposed Phase 1 parking expansion is likely to shift a majority of existing vehicles using Lot I to Lot E. The external ingress and egress routes from Highland Mr. Taylor Lonsdale, PE May 21, 2025 Page 2 Boulevard are not anticipated to change significantly based on the Lot E expansion, although some vehicles may shift to access Lot E via Ellis Street. Access to the Lot A expansion will be via Entrance 1 from Highland Boulevard and exiting vehicles will have the option to utilize a northbound one-way approach onto Ellis Street east of Lot G. This approach will be maintained as a northbound one-way road due to the large trucks that access a loading bay on the east side of Medical Office Building (MOB) 4. It is anticipated that a higher demand of ingress trips to Lot A will utilize Entrance 1 and a higher demand of egress trips from Lot A will utilize Ellis Street. This increase in trips is projected to have minor impacts to approach delay at the impacted intersections. The intersections of Highland Boulevard with Old Highland Boulevard and Entrance 1 each have northbound left-turn lanes and Entrance 1 has a southbound right-turn lane. The Highland Boulevard/Ellis Street intersection is signalized with left-turn lanes on all four approaches. Each of these intersections is equipped to handle additional demand from a potential redistribution of parking demand on the site. The proposed Phase 1 plan is consistent with the most recent TIS. This update letter does not include a 15-year projection, as Phase 1 will not generate additional traffic but will instead result in an internal redistribution of existing site traffic. As future phases are developed, subsequent update letters will be prepared to compare each phase against the master TIS. These future updates will also address the timing and implementation of the recommended improvements.
