I am writing to comment on Action Item E.2: Continued Discussion of Unified DevelopmentCode Update Focusing on Environmental Consideration in Development Review (as follows): (1) “Much of the damage inflicted on land is quite invisible to laymen. An ecologist musteither harden his shell and make believe that the consequences of science are none of his business, or he must be the doctor who sees the marks of death in a community thatbelieves itself well and does not want to be told otherwise.” Aldo Leopold, A Sand County Almanac, 1949. (2) Throughout the 18-page memo (report to the Community Development Board) attachedto Action Item E.2, City staff continually argue that most, if not all, environmental considerations should be shunted from the UDC update to various City plans. As we know,City plans are not code, and thus City plans are not enforceable during development review. Thus, all environmental considerations should be written into the UDC update sothat such considerations are enforceable during development review. (3) City staff's ill-informed and ill-advised comments about shunting most, if not all, environmental considerations to City plans emphasize the need for the City to hire anUrban Ecologist who is completely independent of the Community Development Department. (4) "We abuse land because we regard it as a commodity belonging to us.
