Mayor, Deputy Mayor, Commissioners and Community Development Staff, I am writing in opposition to any expansion of the B-3 zoning district in the UDC update.Particularly unacceptable is the mid-block boundary change proposed south of the City-owned Stiff building, which will result in part of the Nationally Registered South Tracy/South Black HistoricDistrict being upzoned to B-3. When B-3 was expanded on the North side of town it resulted in thedemolition of a significant number of naturally occurring affordable housing units and thedestruction of a residential neighborhood. Do not repeat this on the South side of Main or anywhere else. No expansion of the B-3, especially into an Historic District. Do not allow staff to incorporatethis mid-block boundary change in the updated draft UDC. On August 19th, please redirect Staff tobring necessary changes to the Growth Policy, and an amendment to the Future Land Use Map(FLUM) in order to remove this area from the "Community Core" designation.
