SUBJECT: PARKING CITIATION 87979050
Dear Mr. Focken,
I am writing to express my disappointment and frustration for the parking citation that I
received in yesterday's mail.
On Wednesday, June 25, 2025, 1 parked in front of the Willson Auditorium at approximately
9:00 AM so that I could assist Holy Rosary Catholic Church in the set-up, serving of family
members and guests, and the break-down for a funeral being held at 11:00. Periodically, I
checked outside to make sure that I was not interfering with / taking away from citizens of
and / or visitors to Bozeman from being able to park and there was never a line of vehicles in
front of the auditorium.
You may or may not be able to imagine my surprise and disappointment when I received a
copy of the citation on Monday, July 7th.....seven days after the "violation". In my opinion, you
and / or your staff have never attended the ballet programs that occur every year, the
symphony that has performances or the many music programs that are held at the auditorium
in Bozeman annually; the majority of which run closer to four hours and I have never been
given a ticket for attending any of those events. I also imagine that neither I nor any of the
attendees would because of the ramifications it would have on all of programs that are held
throughout the year at Willson Auditorium and the backlash from the citizens of Bozeman.
What I can not believe is how either insensitive or lack of intelligence the parking officer, or
maybe possibly you, could have for giving someone attending a funeral a parking citation and if
they are not sure; look at all the funeral parking signs around Holy Rosary Catholic Church.
Also, in your letter dated June 26th, it states that I have TEN business days to pay the fine or
"failure to pay or contest this citation within 10 business days of issuance may result in an
additional $20 fine....". The letter is dated June 26th and I just received it on July 7th. Is this
another example of insensitivity or are you anxious to get the extra twenty dollars?
In closing, city government officials, including police officers, often express their concern why
bonds do not pass or why they are not respected by the citizens of Bozeman and I would say
this is a very good reason.
