The plan is to upgrade and relocate the user groups from their current locations to an 80 acre site in the northeastern part of the City. This report identifies planning needs for a new consolidated operations facility and the rough order magnitude budget costs to design and construct the facility. Since the Public Works Master Plan was completed in 2020, the City has been looking for a site to relocate the Public Works Operation. During this same period, the Parks Division has been classified as a District within the City and also looking to consolidate and relocate to a new Parks Operations Facility. One of the key components of the District is authorization for the City to annually levy assessments to provide for a maintenance of a all City-owned or managed parks and trails. The additional funding from the levy will be able to help fund a new operations facility. The information shared in this report provides an update from the Bozeman Service Center Master Plan published in 2020. Some program elements have changed from the original master plan. The Engineering and Community Development will remain downtown at the Stiff Building and now the Parks and Forestry operation are being considered as a part of a shared operation facility. The City of Bozeman will be able to utilize this report as a vision and plan to identify and budget for the future of Public Works, Parks, and Forestry. This report presents a conceptual site plan for the City of Bozeman’s Public Works, Parks Division projected needs, planned growth, and facility recommendations. The user groups involved in this conceptual site plan include: • Water Conservation • Stormwater Administration • Water & Sewer • Streets • Fleet Maintenance • Facilities • Parks Operations • Forestry Operations The Concept Site Plan also includes space for non-Public Works Departments: • Streamline Facility • Police Impound Yard • Fire Training Facility • Regional Waste Transfer Station hdrinc.com 05 City of Bozeman | Section 1.2 Report Overview This Programming Report will consist of the following chapters: Section One - Project Overview Describes the background of the project and gives an overview of the complete report. Section Two - Basis for Design Provides a summary of the more qualitative planning issues that were noted during interview sessions with each stakeholder. The summary includes a description of each group’s responsibilities, hours of operation, staffing counts, vehicle parking, vehicles maintained, affinities, and a list of key planning issues. All this information is compiled for consideration during future planning and design efforts. Section Three - Space Needs Program Presents a detailed listing of space requirements for each department included in this study. The intent of the program is to identify program spaces to fulfill the current and future facility needs. Programmed spaces are further defined by their quantity, area, and any remarks significant to design. Section Four - Design Charrette This section illustrates the Site Study Concepts produced by the Planning Team during an on-site design charrette that took place on May 8 & 9, 2023. Appendices Appendix A: Space Needs Program Appendix B: Vehicle Inventory Appendix C: Design Charrette Layout 1.3 Existing FacilitiesIn it’s current state, daily operations for the Public Works and Parks & Forestry Operations are divided among six (6) different sites. The user groups involved in this Site Study report are located between the City Shops Complex, Stiff Professional Building, North Rouse Avenue Complex, Lower Yard, Upper Yard, and the Laurel Glen Shops Annex. The existing facilities are outdated and inefficient for day-to-day operations. 1.4 Purpose of the ReportThe purpose of this report is to clearly define the various functional requirements and space needs, serving as a general basis of design for the new facility. The City of Bozeman shall use this document for coordination and budget development. Moreover, this report shall serve as a helpful tool to encourage involvement during the review process, in addition to verification of data and assumptions from the client. 1.5 MethodologyThe most successful facility projects begin with the Planning Team gaining a deep and clear understanding of the various functions and operations that need to be performed within a facility. This understanding is a direct result of data collection, observation, and in-depth interviews with the staff related to different functions of the facility. On April 12 & 13, 2023, programming meetings were held with the Parks & Forestry Operations and HDR. The following were present during the meetings: 06 City of Bozeman | Section Section 2 - Basis for Design 07 2.1 Introduction The purpose of this Basis for Design is to document and refine the functional and operational characteristics of the City of Bozeman’s Public Works and Parks & Forestry Operations. Basis for Design is an important element in developing the functional requirements and space needs. The understanding gained by HDR during the programming interview sessions greatly influenced the Concept Design and Site Study layout. A summary of operational characteristics is included for each group. The Space Needs Program developed includes programming information from each group. Public Works provided updates to the program data from the Space The current needs and observed deficiencies suggest that a new facility will enhance operations and allow the Public Works, Parks, and Forestry Department to be located on one site together, accommodate additional needs to support future growth, and improve programmatic deficiencies. Long-term operational goals include: °Enclosed, heated parking for vehicles and accessories °Secure areas for visitors and public interaction that does not interrupt daily operations of any groups °Adequate storage space to store materials °Adequate shared spaces for training, meeting, and breaks for current and future planned operations °Adequate shop space for each department to use for various purposes hdrinc.com 08 City of Bozeman | Section Current Site The Water Conservation Division is currently located at the Stiff Professional Building. Function The Water Conservation Division is responsible for tracking and managing water demand in the city of Bozeman. Function The Stormwater Division’s main function is to manage stormwater assets, mitigate stormwater pollution, and comply with environmental regulations. The also have heated vehicle storage at the Laurel Glen Shops Annex and some material storage at the upper yard. Function The Water & Sewer Division is responsible for maintaining and repairing the underground water sewer systems throughout Bozeman. Other responsibilities include residential and commercial meter testing. Key Challenges °Not enough common space and support areas for the staff °Not enough space for vehicles and equipment °Equipment and materials are spread out among many facilities Short- Term and Long- Term Goals °Short- Term: Additional covered road material and fill storage. Based on the City’s anticipated growth, the Space Needs Program identifies the space requirements for a new facility at the Water Recovery Facility site. The building spaces and parking areas meet the functional needs of the user groups involved in this site study. The Space Needs Program also identifies the required space for a Transfer Station to be on the new site. Refer to Section 3.7- Regional Waste Transfer Station for the space requirements on the Waste Transfer Station. Information for the Waste Transfer Station was provided by the Regional Transfer Station Conceptual Plan and Cost Estimate report published by Great West Engineering in September 2021. The summary shows the space needed for each Division to reach the master plan goals that is articulated in the Basis for Design. The space standards listed below were utilized to develop the facility program and overall area requirements. The space standards are based on functional needs and requirements established through the design of other facilities, rules of thumb, and specific requirements of each functional group. 3.6 Circulation Factors The space requirements shown for each function are net usable area. There are three circulation factors utilized in the Space Needs Program. These factors are Interior or Building Circulation, Parking Circulation, and Site Circulation Factor. Interior or Building Circulation This factor is applied to the program as a percentage of the total building square footage. It accounts for miscellaneous building spaces such as hallways, stairwells, custodial closets, mechanical, plumbing, and electrical rooms, wall thickness, structure (Circulation/ Mechanical/Electrical/Structural – Net to Gross), and access requirements. The following is a list of the factors that have been applied to the program: °Office and Office Support 45% °Shop and Shop Storage 30% °Enclosed Vehicle Parking 20% °Wash Facility 15% Site Circulation This factor is included to account for drive aisles, walkways, islands, and other areas created by site and access inefficiencies. This factor can vary from 15 to 100 percent of the actual space occupied. For this project the following factors were applied: °Covered Material Storage 15% °Fuel Island 100% °Covered Vehicle Parking 20% °Exterior Material Storage 100% °Exterior Vehicle Parking 100% °Employee and Visitor Parking 100% Site Grossing Factor This factor is also applied to the program as a percentage of the total program square footage. It accounts for areas around buildings, site drive aisles, building access, and site access, landscaping, and stormwater requirements. For new construction, a 100 percent factor is normally applied to account for all site inefficiencies. Tas such, the better the site conditions, access, easement, etc., the more efficient the site layout can become, reducing this factor to as low as 50% °Site Grossing Factor 70% 37 3.7 Regional Waste Transfer Center Summary As part of the Water Recovery Site Study effort for the new Public Works, Parks & Forestry Operations Facility, the City of Bozeman tasked HDR with reviewing a functional program and conceptual design for a Regional Waste Transfer Station that will be collocated at the new WRF site. Information for the Waste Transfer Station was provided by the Regional Transfer Station Conceptual Plan and Cost Estimate report published by Great West Engineering in September 2021. The summary shows the space needed for a Regional Waste Transfer Station that can accommodate 600 tons a day. Refer to Appendix A: Space Needs Program for the detailed space needs program for the proposed transfer station. Comments received during the Design Review Meetings will be documented as well in an effort to track all of the changes made to the final program. These concepts were conceived during an on-site design charrette held with Bozeman Public Works, Parks & Forestry Operations, and HDR on May 8 & 9, 2023. Each site plan option is presented in Appendix C: Design Charrette Layouts 4.2 Charrette Goals HDR identified several goals that were addressed in the site master plan concepts presented at the Design Charrette. These goals guided the directions of HDR as they developed each concept. The goals established for this effort are as follows: °Provide concepts that explore joining parks, Forestry, and Public Works on one site ot create a “campus” feeling °Explore concepts that leave all processes and operations separate between Public Works and Parks & Forestry °Needs to have sufficient circulation, providing vehicles of all sizes plenty of space to navigate °Incorporate enough interior and exterior parking to account for growth of staff in the next 20 years °Include enough employee and visitor parking to account for growth of staff in the next 20 years °Provide a new layout for the Regional Waste Transfer Station that includes proper access roads and circulation °Incorporate a 16 acre wetland adjacent to the site that can be developed in the future 4.3 Pre-Charrette Goals The Pre-Charrette Activities took place between May 2-5, 2023. The activities began by taking a closer look at the Space Needs Program and validating the information. During this stage, the Planning Team developed an updated Space Needs Program as well as three different site program concepts looking at different master plan scenarios, manipulating the orientation of spaces and location on the site to present to the stakeholders. hdrinc.com 40 City of Bozeman | Section 4.4 On-site Design Charrette - Day 1 Day 1 Summary As part of the Facility Site Study, HDR participated in an on-site design charette on May 8, 2023 to engage Public Works, Parks & Forestry staff to review initial scenarios that HDR had developed. The team reviewed 3 preliminary concepts and brainstormed additional options and scenarios for HDR to explore. Concepts Overview All three initial concepts that were presented on the first day of the design charrette explored different ways to lay out all of the 2043 programmed space. Site Concept 1 Site Concept 2 Site Concept 3 N N N 41 4.4 On-site Design Charrette - Day 1 Concept 1 OVERVIEW °Master Plan Option 1 has a separate Offices, Shops, Covered Parking, Enclosed Vehicle Parking and Employee/Visitor Parking lots for Parks & Forestry and Public Works. °Master Plan Option 1 recommends some shared spaces including the Fuel Island, Wash building, Covered Material Storage, and Exterior Material Storage. °Master Plan Option 1 keeps the buildings on the northern part of the site and keeps material storage on the southern part of the site. °Regional Waste Transfer station located in the southeast corner of the site and access roads and truck scales go through the existing solar farm located on the site. °Fire Training and Police Impound Lot located to the east of the material storage. CONCLUSIONS & RESULTS °Stakeholders from the City notified the Planning Team of a small pond located on the west side of the site boundary where the Fire Training Facility is placed °Addition of a ten foot multi-use path needs to be included inside the site boundary °Stakeholders voiced concerns about possible traffic congestion on the northern part of the site if public access is off of Nelson Road. HDR developed a more refined concept based on comments from day 1 of the charrette and presented it to the stakeholders Overview On day 2 of the design charrette , HDR addressed comments made on day 1 and reviewed benefits and concerns for each design concept. 45 Concept 4 OVERVIEW °Master Plan Option 4 explores the idea of giving the site a civic presence by relocating all of the buildings to the south side of the site so that they are noticeable from the highway. °Master Plan Option 4 keeps the Offices, Shops, and enclosed vehicle parking as shared buildings between Public Works, Parks & Forestry. °Master Plan Option 4 recommends separate exterior and covered parking for Public Works, Parks & Forestry. °Regional Waste Transfer Station located in the southeast part of the site but no longer has access roads go through the solar farm. °Solar Farm can remain on site °Shared access road for the transfer area and employee and visitors °Fire Training and Police Impound located on the northern part of the site. Preferred Concept Aerial Perspective 47 OVERVIEW The preferred concept addresses all of the concerns brought up by the City during the Design Charrette. It includes a space for the Streamline Facility and explores the idea of having a design presence on the south side of the site. The preferred concept is very similar to concept 4, but adds more detail into what the buildings and parking layout will look like on the site. CONCLUSIONS AND RESULTS °Preferred concept gives users access to the site from Frontage Road instead of from the north end of the site. °The new access point is located so that a traffic signal can be added for the site. °Waste Transfer Station is located off of Frontage Road with shared access for employee/visitor parking lot. °Water Fill Station located in the northeast corner of the site and is located outside of the facility so that users can fill up without having to enter the campus. °Streamline Facility located on norther part of the site in case the City decides to vacate and sell the Rouse Street Property. °With the Streamline Facility located on this site, the Fire Training Facility is less than the desired 5 acres. °Buildings are oriented in a north/south direction so that phased construction can occur if necessary by starting construction on the south. °Majority of the vehicles can be stored in heated enclosed vehicle storage. The cost estimates represented in this report assumes that the consolidated facility will be constructed in a single phase. The cost estimate estimates the hard and soft cots for the new Public Works Facility, Police Impound Lot, and the new Streamline Facility. The Regional Waste transfer Center, Fire Training Facility and 16 acre wetland are not included in the estimate. Estimated fees and administration costs are enumerated separately with specific allowances identified for furniture, fixtures and equipment associated with the consolidated facility. The costs are 2023 dollars and include contingencies for construction, and do not include escalation, land costs, decanting and relocation costs, as well as scope and pricing contingencies. Any Rough Order of Magnitude Project Budget or cost estimates provided by HDR are made on the basis of information available to HDR. However, since HDR has no control over the cost of labor, materials, equipment or services furnished by others, or over the contractor(s) methods of determining prices, or over competitive bidding or market conditions, HDR does not guarantee that proposals, bids or actual project or construction cost will not vary from the data presented in this report. Unit costs were calculated based on the cost estimate developed for the 2020 Bozeman Public Works Master Plan that HDR created. Low Range Unit Costs have a 15% increase from 2020 cost, and High range Unit Costs include a 20% increase from the 2020 cost. Acreage for site development was calculated based on the preferred concept site layout presented in Section 5 of this report.
