Below are a few comments regarding the Fowler Ave Connector that I would like included inthe Transportation Advisory Board folder:
1. Fowler Connector and Housing Development CoordinationThe Engineering Department should collaborate closely with the Fowler Housing
Project to design the Fowler Connector between Farmall and Caterpillar in a way thatbest serves future residents. According to Nick Ross and David Fine, these are currently
being treated as independent projects, which is problematic. When do we ever buildhousing without considering the road infrastructure that will support it?
2. Design Considerations for Community CohesionWe recommend considering on-street parking on the east side of Fowler between
Farmall and Caterpillar—similar to the setup on Ferguson just north of Baxter. Inaddition, Farmall and Caterpillar could be designed solely as entrances into the new
development, rather than through roads. Caterpillar currently bisects the proposeddevelopment, complicating its layout and undermining its potential as a cohesive
community. If these streets were not connected through, planners could design a morecommunity-oriented layout. Walking and biking paths could still connect the
neighborhood to Harvest Creek to the east via Farmall and Caterpillar.
3. Traffic Calming on New Holland
When the Fowler Connector is constructed between Oak and Durston, traffic calmingmeasures should be introduced on New Holland. Currently, there is not a single stop
sign along this residential road, making it a major cut-through—unlike other north-southresidential streets such as Hunters Way and 25th Street. Speed humps similar to those
on 20th, 21st, and 22nd Avenues near Durston and 19th Street should also beconsidered.
