First, the Fowler Housing Project will build a high-density, income-capped, 84-unit housing complex between Harvest Creek’s west boundary and the new Fowler Ave (between Oak and Farmall). Second, the Fowler AveConnector will build a parallel road to New Holland. Both are projected to be built during Summer 2026. These projects are inherently linked as infrastructure must support housing development. However, at this point, the City is treating them as independent projects. Below is information on both projects, and there will be a special HOA meeting to discuss the developments, focusing on the Fowler Housing Project next Monday, July 14, at 6 pm at the Fire Station at 1705 Vaquero Pkwy. The meeting will discuss the impact of the Fowler Housing Project. Fowler Housing Project The City of Bozeman's Economic Development Department is proposing R3 to R5 housing complex on 5 acres of land between Farmall and Oak and between Harvest Creek's west boundary and the to-be-constructed Fowler Ave. The city owns the county property, so it must annex and obtain a zone designation. The city's current plan has R3 (84-unit 3and 4-story complexes with 140 parking spaces), though they have provided plans for R-4 (144 units 3-story complexes with 196 parking spaces) and R-5 (180 5-story complexes with 245 parking spaces). The current information is that the Econ. Dev. Depart. will request R3 zoning this summer. Information regarding this project may be found here. The key characteristics of the R-3 housing project are: 1. 21 23’ two-story townhomes. 1500 sq ft with a two car garage. 3 bedrooms and 2 baths. 2. 63 11’ wide four-story townhomes. 1600 sq ft with a one car garage. 3 bedrooms and 2 baths. 3. Community land trust model - city remains landowner. 4. Below-market-rate housing 5. No price points have been provided. 6. 1.6 parking spaces per unit. 7. Appreciation limited to 3% per year. There was an open house on June 4 that was poorly advertised and attended. There is one BDC article here. There is no registry to stay informed, there is no community engagement, and there is no online Q&A forum. It was not in Bozeman's July issue of Engage Bozeman Digest. The City is attempting to put way too big a project onto a tiny plot of land in order to maximize city revenues. It's awful to think that the City of Bozeman finds 11' wide homes acceptable. There are substantial concerns about the Fowler Housing Project: 1. Lack of land (~5 acres for 84 units). 2. Lack of road infrastructure (only entrances off narrow residential side streets (Farmall and Caterpillar). 3. Lack of parking - no street parking on Fowler Ave. 4. Land trust structure throttles units' capital gains (disincentives for upkeep) 5. Poor location 6. Increased traffic and parking overflow into Harvest Creek, removing benefits of reduced traffic on New Holland from constructing Fowler Ave. 7. New Holland will continue to be used as a cut through for an adjacent neighborhood. 8. Complex's parking lots directly against Harvest Creek families' backyards, 9. Imposing 3- and 4-story buildings directly behind families’ backyards, loss of sunlight and views. 10. Insufficient offset from Fowler Ave. 11. Loss of property value for 18 homes adjacent to this complex. If $100,000 in value loss, that is $1.8 million in wealth destroyed. Other homes in Harvest Creek will also be impacted, to a lesser extent - if each other home sustains a $25,000 loss of value, then this equates to $14.6 million in total property value loss in Harvest Creek. 12. No units are ADA compliant. Fowler Ave Connector Update The City of Bozeman's Transportation & Engineering Department is planning to connect the Davis/Oak roundabout north to Babcock. Phase 1 constructs a two-lane road between Oak and Durston during Summer 2026. Phase 2 constructs a two-lane road between Durston and Babcock during Summer 2027. Information regarding the project is located here: https://engage.bozeman.net/fowler. The plan is at 60% design phase and will approach 90% this Fall/Winter. For the full 60% design plan, click here and attached is pg 16 providing the project’s layout. The key characteristics are: 1. Two lanes with sidewalks on both sides. 2. Entrances into Harvest Creek at Caterpillar St, Farmall, and Rose and roundabout at Annie. 3. Road follows tree line and is adjacent to homes from Farmall to Duston. 4. Roundabout at Durston. 5. City owns the land from Oak to Farmall and is finalizing purchasing the land between Farmall and Durston (owned by Emil Anderson).
