RE; Protest of n e tion and Zone Map Amendment a- Application No. 24570
To Whom It May Concern,
As the legal owner(s) of real property located at 2363 Thoroughbred Ln,we hereby submit
this formal written protest in opposition to Annexation and Zone Map Amendment
Application No. 24570, as noticed for public hearing before the Bozeman City Commission.
We submit this protest pursuant to Montana Code Annotated§ 76-2-305, as we qualify as
adjoining property owners.
Statement of Protest
We oppose the proposed zoning changes and annexation described in Application 24570 for
the following reasons, among others:
• Incompatibility with the existing rural and low-density character of surrounding
properties:The existing land use across from the proposed site is low-density
residential and rural in feel. R-5 zoning would allow multi-story apartments that are
fundamentally out of scale and character with adjacent properties.
• Destruction of potential wildlife habitat and wetlands:The lot in question supports
sandhill cranes and potentially other wildlife, indicating the presence of wetland or
riparian features. Development under R-5 zoning would likely disrupt important
migratory and ecological corridors that the Bozeman and Triangle Plans prioritize
protecting.
• Premature conversion of rural land that contradicts the Triangle Community Plan:The
Triangle Plan emphasizes protection of agricultural land and compact,contiguous
development only where infrastructure exists.
• Increased risk of flooding and high water table disruption:The area has a shallow water
table and poor drainage. Dense development would create extensive impervious
surfaces and exacerbate stormwater runoff issues,potentially leading to flooding or
damage to adjacent properties.
• Significant increase in traffic and safety risks on undersized County-managed roads
• Excessive zoning density that strains City services and does not support long-term
neighborhood stability
• Overburdening of limited law enforcement resources,particularly on Harper Puckett
Road
• No public benefit for high-density zoning at this location:The proposed development is
not near existing neighborhood centers,transit routes, or commercial services. High-
density zoning is most appropriate near established infrastructure,jobs, and services—
none of which are present at this site.
We respectfully urge the Bozeman City Commission to reject this application.
