Proposed R5 zoning for this project does not uphold "the existing character..." With respect to that "character", there is a clear difference between the area south of Baxter Lane where higher density and mixed use zoning is appropriate, and north of Baxter Lane that is primarily zoned R1 and R3. Furthermore, the proposed annexation area is a pristine riparian corridor with abundant wetlands and abundant wildlife. High density development, with the attendant paved areas for parking, will impact the natural qualities of this land far beyond R1 or R3 zoning where development can be more tailored to the surrounding landscape. Finally, the negative impact of R5 zoning to existing property owners in the R1 zoned area immediately to the east cannot be overstated.
