Resolution – Alternate Side Parking 4 Policy Intent: •Provide Commission approval of a policy-level operational change in staff procedure •Improve winter maintenance through enforcement of alternate side parking regulations •Improve public safety by reducing risk of right-of-way blockages and decreasing response times Year 1 Area: Tuesday Grader Route (Red) Operational Challenges - Street Maintenance 5 Service Goal: •Clear each local street once per week after 4” of accumulation Operation: •Service performed using motor graders equipped with snow gates and support equipment Production Target: •4 mph per grader Parking Requirement: •Clear access to curb for snow storage Operational Challenges – Emergency Services 6 Source: Orange County (CA) Fire Authority, Fire Master Plan for Commercial & Residential Development International Fire Code Standards •503.2.1Dimensions. Fire apparatus access roads shall have an unobstructed width of not less than 20 feet (6096 mm), exclusive of shoulders, except for approved security gates in accordance with Section 503.6, and an unobstructed vertical clearance of not less than 13 feet 6 inches (4115 mm) 2025 Odd-Even Parking Pilot Program Review 7 Lessons Learned: •Success depended on compliance •Blocks with clear access to curb increased productivity •Compliance depended on: •Parking Utilization •Blocks with high utilization of on-street parking saw little movement •Physical Signage •Resident compliance higher than transitional parkers •Enforcement •Many chose to ignore knowing regs wouldn’t be enforced Advisory Board Guidance to Commission 8 •Resolution recommending Commission approval passed by Interneighborhood Council and Transportation Advisory Board serving as Parking Commission •Enforcement suggestions: •Enforce for desired behavior, not for punitive intent •Provide warning as educational opportunity before citation •Escalate citations for repeat offenders Preferred Policy Alternative 9 Alternate-side Regulations •Seasonal restriction of parking on alternate sides of the street •1st & 3rd Tuesday, NO PARKING on side with odd numbered houses •2nd & 4th Tuesday, NO PARKING on side with even numbered houses •Applied to all streets without existing permanent parking restrictions •NO PARKING signage placed on each block •Enforced by city Parking Division •Enforced only when maintenance occurs •Warning for first offenders •$50 fine due to safety concern •Potential for future escalation of citations Questions for Staff Consider the Motion: I move to adopt a Resolution of the Bozeman City Commission adopting alternate side parking regulations on local streets for the purpose of winter maintenance.
